DT Global is hiring for a new USAID program that aims to support the new government, civil society organizations and independent media to advance key transition processes. An Human Resources and Administration Officer (HRAO), based in Khartoum, will report directly to the Operations Manager and oversee all Human Resources (HR) functions including staff recruitment, onboarding and training, retention, human resources issues, and general office administration. The position also manages the drivers and cleaners assigned to DT Global’s TNS program.

 



 
 Duties and responsibilities:

Human Resources tasks

  • Manage all HR systems and administrative documentation for Sudanese staff and consultants
  • Oversee on-boarding and initial training of new hires
  • Regularly check leave balances of staff, and update information in the HR online system accordingly
  • Keep complete records of all employees and consultants providing short-term technical assistance (STTA) in HR online system and in hard copy
  • Draft and process employment agreement modifications or notification of terminations
  • Ensure employees’ supervisors complete performance reviews on time
  • Process and track periods of performance (PoP)/Level-of-Effort for staff contracts and consulting agreements to ensure they have not expired
  • Ensure staff accurately record time on their daily timesheets and submit them the last working day of the month at noon for approval
  • Support the Operations Manager (OM) in the preparation of the state monthly salaries
  • Liaise with the selected legal counsel on all HR related issues
  • Liaise with the relevant labor bureaus and the labor inspection as necessary

 

Recruitment

  • Publicize positions and consultancies on the appropriate websites and in local media
  • Administer tests to candidates and schedule interviews
  • Scrutinize candidates through careful reference checks, hiring databases, and the review and verification of the salary and education backup documentation
  • Manage candidate dossiers through DT Global’s HR management workflows
  • Collect Biographical Data form 1420 for retained candidates, verify associated salary and education documentation, and perform informal background checks and searches for exclusion
  • Prepare offer letters and draft employment contracts for selected candidates
  • Responsible for the drafting of employee contracts, short-term technical assistance (STTA) agreements and service agreements

 

 

Administration

  • Maintain records of services and monthly utility agreements for telephone, electricity, water, internet, insurance, et cetera
  • Ensure proper administrative functioning of the DT Global Office
  • Supervise Cleaners and ensure that they have adequate supplies
  • Supervise drivers assigned to DT Global’s TNS project, and ensure that they are sufficiently tasked, on time, organized, and maintain proper vehicle maintenance and fuel levels
  • Provide and/or ensure administrative support to the management staff

 

  • All other tasks assigned and agreed upon with OM and the Chief of Party

 


 
 Minimum Qualification, Skills and Experience Required:

  • University degree in Business Administration, Human Resource Management or related field
  • Minimum four (4) years of experience; two years’ experience in office management positions in a large office or in an international organization is preferred
  • Previous experience managing short-term and long-term employment agreements, as well as large contracts and procurements preferred
  • Mastery of computer applications such as Microsoft Word and Excel
  • Ability to multitask and work effectively in a complex environment
  • Excellent organization and time management skills and ability to work as a team and under pressure to meet tight deadlines
  • Ability to work in a culturally and religiously diverse environment while promoting gender equality
  • Excellent interpersonal skills for working with tact and diplomacy in a multicultural group
  • Willingness to travel outside Khartoum if necessary
  • Fluent in written and spoken English and Sudanese Arabic
