DT Global is hiring for a new USAID program that aims to support the new government, civil society organizations and independent media to advance key transition processes. The Logistics and Information, Communications, and Technology Associate (LICA) will assist in the smooth functioning of DT Global’s Khartoum office, assisting directly with logistical and operational tasks and overseeing Information, Communications and Technology (ICT) tasks.

 



 
 Duties and responsibilities:

  • Know and respect procedures and manuals (eg. Operations Manual, Procurement Manual, etc.)
  • Get quotes/offers for services and goods and participate in the preparation and analysis of offers, selection of the best bidder, and complete the purchase process in accordance with USAID regulations and DT Global policies & procedures
  • Participate in the pre-qualification of suppliers
  • Draft and complete all necessary forms (eg. purchase orders) for the purchase of materials, goods, and services in accordance with USAID regulations and DT Global policies and procedures
  • Upload all documentation related to procurement processes to DT Global shared drives following all the steps required to obtain the necessary approvals
  • Receive goods from suppliers or ensure that goods are delivered directly to the recipient and/or beneficiary, if applicable
  • Request and review tax registration and clearance for all suppliers of goods and services
  • In coordination with the Operations Manager (OM), ensure that payments for purchases are based on the approved budget and the availability of funds
  • Regularly update the inventory for all project purchase non-expendable and expendable property
  • Provide information to the OM regarding the disposition of property and assets
  • Ensure that dispositioned activity property and assets is removed from the inventory and meets the requirements for transfer and distribution
  • Assist the OM to monitor and record all program assets and monitor the condition of all material and equipment and verify its functionality
  • Work with the Procurement and Logistics Specialist to transport items to activity sites, track carriers to ensure proper delivery of goods to their destinations, and ensure that all deliveries are documented
  • Initiate and manage small repairs of the Khartoum office and ensure its maintenance
  • Understand ICT needs of the program and design an Information Management System that will ensure ongoing, reliable and secure communications
  • Assist in the procurement and commissioning of all ICT equipment delivered to beneficiaries and local partners including testing, installation and training of users
  • Ensure the proper functioning of all ICT systems in the office including LAN and WiFi, routers, shared drives, laptops and desktops, internet connection, telephone, printers, et cetera
  • Design appropriate levels of encryption for DT Global’s routers and access protocols to ensure that only computers with MAC IDs have access to the program’s network
  • Review guest networks to ensure that they are protected and restricted to the internet
  • Periodically change passwords of program networks and guest networks to prevent external users from accessing the guest network
  • Manage the program’s wireless network’s encryptions to enhance information security
  • Work with local contractors to install ICT equipment
  • Train program staff on DT Global information security protocols, anti-virus software, communications tools, and mobile communications equipment including mobile Internet connections, and GPS units, if available
  • Train staff on how to effectively use all computer equipment and programs (Internet browsers, MS Outlook, Excel, Word, PowerPoint, etc.)
  • Responsible for the resolution of all challenges and problems related to computer and communication equipment
  • Ensure that updates to Windows and other hardware and software are downloaded regularly and installed properly and that all program data is backed up weekly
  • Participate in regular team meetings to discuss current the current contextual situation in Sudan, present and discuss ideas on activities, and report on the progress of activity implementation
  • Develop and maintain good working relationships with local stakeholders, including vendors, grantees, and beneficiaries
  • Any other task as assigned by the OM and the Chief of Party

 


 
 Minimum Qualification, Skills and Experience Required:

  • University degree required: a technical or academic qualification with Bachelor’s is preferred
  • Minimum two years’ experience in the area of logistics / ICT, preferably with an international organization
  • Advanced knowledge of Microsoft operating platforms and associated software including Microsoft Office applications, antivirus software and other internet security tools;
  • Working knowledge in network establishment, configuration, maintenance, monitoring, and security
  • Excellent organizational and administrative capabilities and detail-oriented
  • Excellent interpersonal qualities for working with tact and diplomacy with a multicultural group
  • Discretion with suppliers and ability to maintain a low profile
  • Be able to perform multiple tasks simultaneously and quickly
  • Ability to work effectively in a team, under pressure and meet tight deadlines
  • Ability to foster and maintain a spirit of unity, teamwork, and collaboration
  • Be willing and able to travel throughout Sudan
  • Fluent in written and spoken English and Sudanese Arabic
