DT Global is hiring for a new USAID program that aims to support the new government, civil society organizations and independent media to advance key transition processes. Under the supervision of the Operations Manager (OM), the Procurement and Logistics Specialist (or Officer) is responsible the acquisition of goods and services for program operations and activities in accordance with the regulations and policies & procedures of USAID and DT Global. This includes within states, counties, towns, or villages if necessary. The PLS will be a member of the Grants Management Team and will be responsible for driving the procurement of goods and services and ensuring their timely delivery for successful program implementation. The PLS is expected to initiate all procurements, ensure fair competition and full transparency throughout the procurement process, and update inventories in accordance with USAID rules and regulations and DT Global policies and procedures. They are also responsible for making all procurement documentation available on DT Global shared storage drives.

 



 
 Duties and responsibilities:

Procurement and Logistics: General Responsibilities and Tasks

  • Develop Requests for Proposals (RFP) and Quotations (RFQ) based on the needs of the DT Global’s operations and program teams
  • Obtain quotes/offers for services and goods and participate in the preparation and analysis of offers, vendor selection, and completion of the purchasing process in accordance with USAID regulations and DT Global policies & procedures
  • Lead the pre-qualification of suppliers process under the supervision of Operations Manager (OM)
  • Review and complete all necessary forms (for example Purchase Orders) for the purchase of materials, goods, and services in accordance with USAID regulations and DT Global policies and procedures
  • Upload all procurement documentation to DT Global’s procurement system following all the steps required to obtain the necessary approvals
  • Receive goods from suppliers or ensure that goods are delivered directly to the recipient and/or beneficiary, if applicable
  • Request and review tax registration and vetting for all suppliers of goods and services
  • In coordination with the Grants Management Unit (GMU), ensure that payments for purchases are based on the approved budget and the availability of funds
  • Inform the GMU of the differences between the actual costs of goods and services and the approved activity budget, and make suggestions for modification or reallocation of funds for the same activity when needed
  • Provide the necessary information and documentation on purchases to GMU for procurement-based activities, and upload these to appropriate database
  • Work with the Logistics Associate to transport items to activity sites, track carriers to ensure proper delivery of goods to their destinations, and ensure that all deliveries are documented
  • Provide information to the Information and Communications Technology (ICT) and Logistics Associate to update the inventory of the property for activities and the inventory of Non-Expendible Property (NXP) equipment for operations related purchases
  • Maintain paper and electronic records of purchases made for operations and activity implementation
  • Other tasks identified by the Chief of Party (COP) and OM

Contributions to Activities

  • Participate in regular team meetings to discuss current contextual situation in Sudan, present and discuss ideas on activities, and report on the progress of activity implementation
  • Know and respect procedures and manuals (for example: Activity Manual; the Activities Cycle Chart, et cetera)
  • Develop and maintain good working relationships with beneficiaries, local partners, and stakeholders
  • Share information on activities with supervisors, members of the GMU and USAID personnel as necessary

Procurement and Logistics: Activity Development

  • Provide cost information, sources and availability of goods and services for activities and operations as it pertains to the preparation of budgets, procurement plans, and disbursement schedules
  • Know the processes and procedures for the development of activities and share information on activities with the GMU
  • Provide advice and guidance on procurement mechanisms, delivery times, et cetera
  • Determine the most reasonable and expeditious procurement processes in accordance with the USAID regulations and DT Global policies & procedures

Procurement and Logistics: Activity Close-Out

  • Working with the finance department, ensure that procurements and payments are made in accordance with the procurement plan and disbursement schedule
  • Draft Transfer of Property letters for signature by beneficiaries and send them to Grants Assistants for inclusion in the activity files
  • Coordinate with GMU for the agreement to transfer the property and equipment to beneficiaries
  • Provide information to OM regarding the disposition of property and assets to beneficiaries
  • Ensure that dispositioned activity property and assets are removed from the inventory and meets the requirements for transfer and distribution
  • Ensure that all procurement information is available on shared drives

 


 
 Minimum Qualification, Skills and Experience Required:

  • University degree in business management, finance, accounting, economics or other related field required. A Master’s degree is preferred
  • Minimum four years’ experience in the ​​procurement of goods and services, preferably with an international organization
  • Excellent organizational and administrative capabilities and detail-oriented
  • Excellent interpersonal qualities for working with tact and diplomacy with a multicultural group
  • Discretion with suppliers and ability to maintain a low profile
  • Can perform multiple tasks simultaneously and quickly
  • Ability to work effectively in a team, under pressure and meet tight deadlines
  • Ability to foster and maintain a spirit of unity, teamwork, and collaboration
  • Be willing and able to travel through Sudan
  • Knowledge of computer is required with mastery of Microsoft Office applications, especially Word and Excel
  • Fluent in written and spoken Sudanese Arabic and English
  • Position open to Sudanese nationals only
