Muslim Aid is a faith-based British international charity that provides help to people who are victims of natural disasters, conflict or suffering from poverty, hunger, disease and illiteracy. It was established in the United Kingdom in 1985 in response to the drought in the Horn of Africa. Muslim Aid's Sudan Country office (MASCO) was set up in 1991 in response to the strategic need and to enable the continuation of effective aid work in the country. Currently, Muslim Aid is implementing projects in Kassala, Central Darfur and Red Sea State , Algazieera State , Gdarief State in Sudan.

Summary of the role:

To be responsible for the day-to-day general financial and HR functions of Muslim Aid Kassala Field Office, assisting the Program Manager, Head of Operations in Khartoum and supporting the Field Office staff. This includes financial management, partner capacity building, budget, donor reporting and general accounting support.



 
 Duties and responsibilities:

Specific Responsibilities

 

Financial accounting, reporting and auditing:

  • Prepares field finance documents and ensuring completeness of all vouchers being sent to Country office and donors alongside maintaining separate project files.
  • Ensure opening and maintaining project codes by regular updating of project information and linking of codes.
  • Liaise with Roving Deputy Finance Manager on the timely submission of monthly financial reports, ensuring quick turnaround on all actions raised.
  • Prepare financial records for both annual and donor audits.
  • Assist with budget preparation for all projects.
  • Prepare timely and quality financial reports.
  • Review and implement Muslim Aid field finance policies and procedures and provide clarity
  • Monitor and follow up of all audit recommendations for the projects.
  • Preparation & Input of Journal Entries in the Accounting system.
  • Ensure accurate and timely month-end closing tasks that include, account analysis, reconciliations, accruals, journal entries, actual to forecast variance analysis etc.
  • Perform day-to-day accounting functions

 

Petty Cash and Banking:

  • Track monthly office petty cash expenditure and prepare petty cash reconciliation statements for sign off by the Program Manager.
  • Prepare and manage in a timely manner all Field Offices payments.
  • Initiate the monthly cash count with the Program Manager.
  • Maintain accurate banking records, perform bank payment orders and deal with bank on all financial matters.
  • Ensure that bank reconciliations are prepared for all project funds and all copies of bank statements submitted to Khartoum office.
  • Prepare and ensure coordination of wire transfer requests with Country Office.

 

Partnership Management:

 

  • Review partner documents and ensure accuracy and completeness for submission to Deputy Roving Finance Manager in Country office.
  • Ensure to participate on financial capacity assessment of partner organizations of respective awards and provide financial capacity building training on financial donor compliance and at the time of follow up checking.
  • Ensure accurate partner expenses and disbursements are kept in the financial system in a timely manner.
  • Follow up in partner monitoring visit and share the monitoring checklist by follow up actions.
  • Verify monthly expenditure of the local partner and share all original documents with Country office on a monthly basis.
  • Ensure local partner follow Muslim Aid and donor financial rules for all project and operation activities.
  • Share local partner expenses with Project Coordinator on monthly basis
  • Any other duty assigned

 

Human Resources:

  • Manage the Field Office staff leave records and ensure that leave requests are submitted to Country Office.
  • Liaise with Insurance and Taxation Departments to continually update the situation of increase and reduction in salary and staff numbers of Field Office Staff.
  • Work with Khartoum office to ensure completeness in HR records, recruitment and various notices.

 
 Minimum Qualification, Skills and Experience Required:

  • University degree in finance and accounting or other relevant discipline is required.
  • At least 4 years experience in a Finance and Administration role with similar responsibilities.
  • Experience working with an international NGO will be highly preferred.
  • Fluency in English (both oral and written).
  • Strong computer skills and experience working with accounting software - Quickbooks.
  • Experience liaising with a range of stakeholders regarding financial issues.
