 Background:

Danish Refugee Council, one of the world’s leading humanitarian NGOs, is currently looking for a highly qualifiedSub Base Coordinator to oversee programming in a sub-base in Central Darfur. The Danish Refugee Council (DRC) has been operational in Sudan since 2004. The programme focuses predominantly on the conflict-affected population living outside of camps in the rural areas.

About the job

The Base Team Leader will be responsible for the overall facilitation of DRC operations in the Sub-base, with the support and guidance of the Base Manager. This role must work in close coordination with Sector Managers and the Supply Chain Manager.

 



 
 Duties and responsibilities:

Field Coordination

  • Hold weekly coordination meetings for staff, recording minutes and action points.
  • Hold fortnightly meetings with individual programme sector teams and supply chain team to ensure procurement and logistics needs are being properly prioritized.
  • In partnership with the Supply Chain team, develop appropriate movement plans on a weekly basis to ensure field teams are able to implement activities effectively.
  • Attend Grant Management Meetings and planning meetings held at the field Level.

 

Administration Management

  • Ensure smooth day-to-day operation of the DRC sub-base.
  • Ensure strong relationships with local administrators and authorities.
  • Represent DRC at relevant humanitarian coordination meetings.
  • Establish strong relationships with NGOs and UN agencies operational in the AoR.
  • Support visits from external parties, in coordination with the Base Manager.
  • Provide weekly updates to the Base Manager.

 

Safety and Communication

  • Act as the ‘Safety Focal Point’ (SFP) for the sub-Office.
  • Keep informed about local safety issues and concerns, flag issues that may affect programmes and staff safety to the Base Manager on a weekly basis.
  • Support in the timely submission of the Minimum Operational Safety Standards (MOSS) and the Safety Level System (SLS) in accordance with DRC global policy.
  • Implement Safety Improvement Plan (SIP) for the Area of Responsibility.
  • Ensuring that critical incidents effecting DRC operations are reported to the Base Manager immediately.

 

Monitoring and Reporting

  • Regularly visit field sites to monitor programme implementation and seek local feedback.
  • Support the preparation of narrative reports and proposals by providing contextual updates and needs assessments, as required.
  • Stay abreast of developments in the humanitarian context in Sudan and provide timely analysis on key issues on a regular basis.

 

Additional Tasks

  • Other relevant duties as directed by the Base Manager.
  • The Sub-Office Coordinator may be required to stay overnight in remote environments as needed.

 


 
 Minimum Qualification, Skills and Experience Required:

  • University Degree (Bachelors) in Social Sciences or Management.
  • Minimum four (4) years of work experience within the humanitarian/development sector, including:
    • At least two (2) years’ experience coordinating emergency programming activities.
    • At least two (2) years of experience managing all aspects of a field office, including human resources, finances, logistics, administration and programme supervision.
  • Fluency in English and Arabic (speaking, writing, reading).
  • Strong computer skills including Word, Excel, PowerPoint and Outlook
  • Effective verbal and written communication, multi-tasking, organizational, and prioritization skills
  • Demonstrated experience and ability to professionally and appropriately represent the organization and negotiate and defend DRC’s interestsin line with the Humanitarian Principles.
  • Strong knowledge of the local context, experience managing safety is an advantage.
