 Background:

The  Site Manager works under the guidance and supervision of the Area Coordinator. He/ She shall coordinates and oversee the functions of operations team, to ensure IMC and donor procedures are respected. He/she shall ensure that institutional memory of the program is preserved.

Ensures that administrative, HR, Security, Finance and logistics requirements of the field office are met, oversees all construction, rehabilitation and maintenance works.  He/ She shall manage the goods in kind tracking system and reporting oversees the IMC warehouses, asset and ensures IMC procedures and protocols are respected. 

Shall be the key security liaison in the Site- collates information relevant to the IMC operation and shares the information with the Area Coordinator on time.



 
 Duties and responsibilities:

 

 

  1. Administration and Human resources

 

  • Follow up whether update of staff list with details of contractual status and benefit as per individual personal file are complete on time.
  • Follow up that each staff has a job description.
  • Set staff performance objective against which individual staff will be perform managed
  • Provide regular feed back to staff on his/her performance.
  • Follow up whether the staff annual leave plans and update staff annual leave balance are prepared on time. 
  • Follow up summary of staff medical expenses and update staff medical benefit balance are in place.
  • Ensure that Annual staff performance review are compiled/completed and submitted on time.
  • Follow up schedule for staff contract renewal or termination based on grant is prepared.
  • Follow-up on recruitment process
  • Follow up with local authorities (HAC, Labor office and local court) on all staff related and litigations

 

  1. Budget & Finance
  • Assist Area Coordinator to submit monthly cash projection based on approved work plans and budget.
  • Review cash payment voucher/ follow-up for approval with delegated authorities as per cash handling procedures.
  • Follow up with the Finance Officer that daily cash balance is submitted to Khartoum on time.
  • Conduct surprise cash count.
  • Coordinate the development of site specific work plans with reference to the grant documents.
  • Coordinates grants implementation on site to ensure proposed and set targets are realized. Identifies any impediments to the realizations of targets and proposes amendments or measures to correct the situation.
  • Coordinates the development of concept notes for new proposed activities/ grants
  • Follow up weekly/ monthly cash transaction journal are submitted on time to Khartoum Office.

 

  1. Position Specific – Logistics/IT

 

  • Ensure effective and efficient logistics support operations of site
  •  Assist Area Coordinator for follow up and review that procurement requisition with adequate lead time for follow-up and approval process are produced on time
  • Review and approve that Goods Receiving Note for all incoming supplies are generated as per IMC policies
  • Follow ups on lease agreements timely lease contract extension, notification and termination
  • Follow up stores ledger for all items sent by official IMC waybills/ delivered by suppliers based on LPO are implemented as required. 
  • Follow up monthly stock position report that includes remark for damages, faulty or expiration dates and etc.., are prepare and provide on timely base.
  • Ensure effective and efficient supplies and asset management and  safety
  • Follow up with Log that vehicle and generator performance report along with the copy of log sheets are prepare and provide on timely base.
  • Prepare and submit flight request for approval and booking in a timely manner
  • Identify and raise rehabs/construction needs in site and provide adequate supervision once construction/rehab activities begins
  • Secure the necessary permits from Locality and SMOH for new clinic buildings

 

  1. Security
  • Serve as security focal person for the site.
  • Attend regular security coordination meeting and provide regular up-date to Area Coordinator, Country Operation Manager and Country Director.
  • Liaison with local authority/community and staff on security matters to ensure safe program operations. This includes securing  prior approval for movements in the field at all times
  • Submit weekly security update to Area Field Coordinator and copy the Operation Manager and CD
  • Assist the Area Coordinator to review site security guide line/SOP based on existing realities.

 

  1. Position Specific – Program management
  • Assist Area Field Coordinator to follow  all medical staff have weekly and monthly work plan for static and mobile clinic services
  • Follow-up with pharmacy assistant on availability/shelf life of pharmaceutical and drug supplies.
  • Follow up that minimum stock position for each PHC facility based on caseload /level of consumption to replenish drug supplies are establish on a regular basis
  • Follow up with the MC that minimum stock position for the site and send request to Nyala pharmacy store for replenishment based on projected utilization are establish on timely manner.
  • Notify the Medical Coordinator and Program Director on expiration date of each drugs and request advise on slow moving stock for appropriate action including transshipment of drugs to other sites or donations to MOH
  • Facilitate expired drug disposal as per established SMOH and IMC guidelines
  • In collaboration with Area Field Coordinator -Liaison with locality level MOH to ensure adequate and appropriate support to IMC in terms of: (Staffing, Vaccine supplies, Allocation of WHO/ UNICEF/UNFPA donated equipment and drug supplies-
  • Coordinate with MOH on planned accelerated EPI services
  • Follow up with MC or DMC whether program - EWARN to SMOH and WHO are provided on timely manner. Ensure that monthly ,semi-annual and final report submitted to HAC/MOH
  • Ensure that there is adequate supervision to local NGO partner and report submitted ontime.

 

  1. Representation
  • In collaboration the technical staff, participate in all health and nutrition related coordination meetings and provides regular update.
  • Coordinates ongoing and planned program implementation/expansion with respective authorities and communities.
  • In collaboration with Area Field Coordinator -Provide regular update to field and office based staff
  • Proactive discussion with staff through bilateral and general staff meetings to ensure effective participation to enhance efficiency and effectiveness of the mission.
  • Ensure adequate documentation of lessons learned for sharing learning.
  • Consistently look at information’s and issues that give an opportunity for program development or increase program efficiency

 
 Minimum Qualification, Skills and Experience Required:

  • Bsc in management or relevant field with minimum two years' experience in
  • humanitarian work.
  • Civil Engineer Background
  • Solid integrity
  • Computer skills in MS packages (Windows, Word, Excel and the other relevant software).
  • Good knowledge of English and Arabic language both written and Oral
  • Ability to travel freely in the project sites.
  • An understanding of relief work and humanitarian code of conduct.
  • Ability to work and motivate team in volatile security situation and able to work with different
  • communities with neutrality

Salary and Benefits:-

  • International Medical Corps (IMC) offers a very competitive salary and benefit to its employees. The employee shall receive a monthly gross salary of USD 834.
  • Additionally IMC offers different package of allowances including21 USD as medical allowance per month. IMC also pays one month basic salary as bonus once every year during Ramadan month {EidAlfitr}.
