 Background:

Overall purpose of the role: The Danish Refugee Council (DRC) and Danish Demining Group (DDG) is a humanitarian, non-governmental, non-profit organization founded in 1956 that works in more than 30 countries throughout the world, including  Sudan. DRC/DDG fulfils its mandate by providing direct assistance to conflict-affected populations, including refugees, internally displaced people and host communities. Under its mandate, the organization focuses on emergency humanitarian response, rehabilitation, post-conflict recovery and humanitarian mine-action. 

 

Context: The Danish Refugee Council (DRC) has been operational in Sudan since 2004, focusing primarily on the conflict in Darfur. DRC is a private, independent, non-profit organization (NGO), devoted, on the ba­sis of humanitarian principles to securing the Protection of refugees and internally displaced persons (IDPs), and to promoting long term solutions to the problems of forced displacement. DRC works in the context of conflict-induced displacement of populations and in return and reintegration situations

 

Job Purpose:Under the overall guidance and direct supervision of the Supply Chain Manager (line and functional management), the Logistics Officer will perform an effective and efficient logistics and supply chain services in DRC Khartoum Office, ensuring values and competencies in maintaining transparency, integrity and compliance with established DRC rules and regulations. The Logistics Officer shall work independently on routine tasks while follows instructions of the supervisor. Logistics Officer will supervise directly support staff (drivers, security guards) in his daily task.



 
 Duties and responsibilities:

Logistics Warehouse and Asset Management 

 

  • Support inventory management of all expendable and non-expendable items under projects. Initiate regular warehouse physical inventory counting and prepare reports  
  • Initiate assets tagging, verification, maintenance, monitoring and write-off/disposal as may be appropriate in compliance with DRC and Donor rules and procedures 
  • Monitor life-cycle/shelf-life of assets and equipment and report on them monthly
  • Monitor all sub-equipment accounts to ensure there is no waste, fraud or misuse of equipment or materials and that surplus or excessive stocks of equipment are not being held 
  • Support functionsof warehousing within DRC Sudan operations and produce official release and receiving documents. 
  • Coordinate with Cluster colleague to ensure accurate and efficient warehousing management, inventory and assets, fleet management, track and monitor incoming shipment, ensure proper implementation of DRC stock management 
  • Support DRC Sudan logistics function and assist with planning, goods deliveries and receipt, and provide information on the status of requests and the availability of items in the DRC supply chain. 
  • Provide regular submission of logistics and assets, in particular fleet management reports. 
  • Perform other duties as may be assigned. 

Fleet Management:

  • Logistics officer is responsible of managing the driversthat work for DRC - Khartoum and make sure that they are following DRC procedures during their daily work.
  • Logistics officer is responsible of checking the fleet readiness, the fuel purchasing and consumption.
  • Monthly review of the logbooks
  • Monthly drivers and security guard’s duty roster
  • Weekly and month vehicles maintenance check list
  • Logistics officer is responsible of arranging the daily trips of the fleet and confirming to both the drivers and passengers the timings of the trips
  • Training to drivers as per DRC operational handbook
  • Coordinate with Logistics officers in field offices to improve fleet management and record keeping
  • Ensure proper security and maintenance of DRC fleet in Khartoum and field offices

Administration and filing:

  • Ensure information flow with relevant departments.
  • Performance of logistics section administrative affairs.
  • Maintain all DRC’s documents and regularly update all document files and tracking forms related to logistic, warehousing, supply, inventory, assets, vendor and fleet management. 
  • Assist in activities required by the contract including logistical support, accreditation, licensing, verification of goods, monitoring of activities and performance of subcontractors 
  • Maintain accurate and comprehensive records on logistics and provide weekly reports and updates 
  • Provide information on all logistics activities within area of responsibility 
  • Attend WFP Logistics cluster meeting in the absence of Supply Chain Manager
  • Coordinate with WFP logistics cluster and other inter agencies

 
 Minimum Qualification, Skills and Experience Required:

  • Minimum 3 years of progressively responsible experience in the delivery and management of logistics services, warehousing, fleet and assets management
  • 3 years or more INGO work experience in similar position is desirable  
  • Excellent computer skills in MS Word & Excel. 
  • Fluency in both verbal and written English and Arabic languages mandatory.

Education:

  • University Degreein business administration, Logistics or management
  • Secondary school certificate with 3 years’ experience in logistics will be accepted in lieu of the University Degree 

Languages:

  • English language
  • Arabic
