 Background:

The Senior Program Manager (SPM) oversees all programmatic aspects of the small grants activities pool on a USAID funded program. They supervise Program Development Officers and other technical staff involved in activity development, implementation, monitoring and evaluation, and reporting. In consultation with the Chief of Party, they ensure appropriate implementation of program strategy, and identify program opportunities as well was local partners.



 
 Duties and responsibilities:

  • Advise USAID and the Chief of Party on the evolution of local political, legal and economic situation in Sudan. 
  • Critically assess the evolving situation to identify and develop ideas to enhance small grants activities to respond to urgent needs, with a particular focus on needs/activities around the government's democratic reform agenda. 
  • Proactively identify grant activities and fully develop grant ideas. 
  • In consultation with grants managers, procurement specialists and local partners, develop budgets and activity timelines. 
  • Collect information and data on the programmatic and implementation progress of each grant, draft evaluations of completed grants for input to the activity database. 
  • Liaise with Sudanese country government officials, private sector actors, local and international NGOs, and others as needed, to facilitate coordination, trouble-shoot, exchange information, develop and monitor activities, and provide technical assistance and advice.
  • Provide in-depth, conceptual input and analysis to  DT Global senior field leadership, program staff, and others to contribute to and refine the program’s strategy, goal, objectives, and priorities, and ensure alignment of activity development with an evolving political and security context.
  • Travel and/or support remote management platform outside Khartoum to monitor contextual developments, develop key program relationships, identify opportunities for program engagement, and assist in assessing program impact and learning.
  • Supervises Program Development Officers (PDOs) or other technical program staff.   

 
 Minimum Qualification, Skills and Experience Required:

  • University degree, preferably in a  related field, such as international relations, political science, international law, public policy, or sociology.
  • A minimum of six (6) years of relevant experience working is required. 
  • Demonstrated experience with activity design, development, and implementation.  Experience developing and managing grants required.
  • Demonstrated in-depth knowledge of the historical, economic and political context in Sudan.
  • Experience in engaging and establishing rapport with host country government officials at national and local levels.
  • Experience designing technical assistance and capacity building activities in politically sensitive, insecure, complex, rapidly changing and bureaucratically challenging environments.
  • Experience with strategic communications, social media and outreach strongly preferred.
  • Supervisory management experience is highly preferred, but not required. 
  • Working proficiency in written and oral English is required; fluency in English desirable.
