Muslim Aid is a faith-based British international charity that provides help to people who are victims of natural disasters, conflict or suffering from poverty, hunger, disease and illiteracy. It was established in the United Kingdom in 1985 in response to the drought in the Horn of Africa. Muslim Aid's Sudan Country office (MASCO) was set up in 1991 in response to the strategic need and to enable the continuation of effective aid work in the country. Currently, Muslim Aid is implementing projects in Kassala, Central Darfur and Red Sea State , Algazieera State , Gdarief State in Sudan.

 Background:

Purpose of the Post

To be responsible for the efficient and effective production of all aspects of Sudan-Field Office finance including financial management, partner financial management capacity, budgeting, donor reporting and general accounting support within Sudan country program.  To work with the Head of Operations to enhance strategic financial management, manage risks and liabilities, enhance programmatic effectiveness through ensuring compliance with donor expectations and requirements and ensuring good stewardship and operational efficiency.



 
 Duties and responsibilities:

Financial Management and Reporting

  • To ensure the delivery of timely and accurate financial information as required by the Head of Operations. Statutory reporting and other stakeholders including external auditors.
  • Provide monthly fund balance reports with accurate expense and revenue data.
  • Timely submission of monthly reports to both donors and HQ in accordance with reporting requirements.
  • Expenses are accurately recorded against appropriate donor/projects/ledger codes.
  • To ensure tailored reports to the needs of the relevant non-finance managers, and is easy to read and understand. 
  • To ensure that deadlines are documented and met, and budget Managers are provided accurate financial reports in an appropriate format on a monthly basis to facilitate effective resource management.

 

Partner Financial Management capacity

  • Ensure timely and accurate partner financial reports.
  • Ensure all donor requirements are known and followed by all parties.
  • Work with the HOO to ensure standardized financial management guidelines for partners are documented and implemented and capacity building is provided as needed.
  • Work with Roving Finance Officer to document and support partner financial management and capacity.

 

Cost Accounting

  • Ensure correct charging of Country Program Direct expenses to project accounts, and Country Program “Shared Direct” expenses are charged to the appropriate allocation centers.
  • Ensure Country Program Allocation Center costs are distributed to project accounts on a monthly basis, consistent with policy allocation guidelines.

 

Budgeting

  • Work with both the Head Of Operations and Country Director to produce timely and accurate program budgets.
  • To ensure that all approved budgets are accurately recorded in the Country Program financial system by the end of the first reporting period of the new fiscal year.
  • To work with HOO and CD to ensure all Budget Managers are fully aware and in control of their budgets and are held accountable for expenses incurred, and for the resolution of any data discrepancies.

 

Cash Management

  • To ensure that cash forecast and cash request forms are accurate, completed, and submitted to HQ finance on a timely basis, and significant changes in cash needs during a quarter are responded to by the timely submission of an updated cash forecast
  • To ensure that cash requests are made in consistent with the cash forecast and for the cash needs of no more than one quarter and one month for field offices; local currency balances are particularly maintained at low exposure levels.
  • To make follow up and ensure cash forecasts and cash requests are responded to by HQ finance on a timely basis.   
  • To coordinate with HOO in the opening and closing of bank accounts as may be needed for effective program delivery and are coordinated with the HQ, which certifies all banks for reliability
  • To ensure all bank reconciliations are done on a timely basis for all bank accounts, and outstanding reconciling items are recorded the following month.

 

General Accounting

  1. To review all sub-office risk exposures and advice on mitigating actions as may be appropriate.
  2. To work with the Head of Operations and Roving Finance Officer to develop effective financial systems and procedures within all offices and oversee implementation.
  3. To ensure that all Field offices have in place comprehensive systems for audit, compliance and risk management.
  4. To be responsible for the continuous improvement and development of financial systems for all the offices.
  5. To ensure accurate and correct data capture of financial information into the financial system.
  6. To ensure all monthly statutory returns are paid in a timely manner.
  7. Keep up to date with initiatives within and outside the sector as appropriate.
  8. Any other duties commensurate with the accountabilities of the post.


 


 
 Minimum Qualification, Skills and Experience Required:

Qualification & Training

  1. Educated to degree level or equivalent  Bachelor degree in accounting is required. An advanced degree is preferred (Masters degree is an added advantage).
  1. Part-full qualified Accountant (ACCA, CIPFA, CIMA, ACA or equivalent) as required.

 

Experience

  1. Wide range of general financial management experience.
  2. Auditing experience is an added advantage.
  3. At least 6 years’ experience in Finance .
  4. Understanding of the NGO financial procedures or related.

 

Skills

  1. Highly developed knowledge of IT skills with the ability to understand the intelligent use of IT within the business.
  2. Highly developed communication skills.
  3. Outcome focussed, target driven with a track record of timely delivery.

 

Knowledge

  1. Knowledge and understanding of business planning processes and their application.

  1. Ability to think strategically and innovatively
