 Background:

Sudan Federal Ministry of Health (FMOH) is a key partner to the Global Fund to fight HIV/AIDS, Tuberculosis and Malaria (GFATM). FMoH assumed the role of the Principal recipient of GFATM grants in Sudan, namely Health System strengthening grant since 2015. This role was further extended to include both Malaria and Health Systems Strengthening grants for the period 2018-2020. In its role as the principal recipient, FMoH ensures quality financial management, timely procurement of supplies and services delivery as well as efficient monitoring and evaluation of grant implementation activities. A dedicated Project Management Unit (GF-PMU) is currently managing the ongoing grants (2018-2020) from the GFATM with an approved budget of over 100 Million US$. The Unit provides quality assurance and oversight, guidance to routine management of (GF-PMU) Program funded by the Global Fund .The overall goal of the project is to to contain and prevent Malaria, as well as to strengthen the Health System.   



 
 Duties and responsibilities:

Job Purpose/ Summary

Responsible for all oversight and monitoring activities within the PMU and for establishing a framework for conducting internal oversight and monitoring along with the implementation of best practices as a dynamic and integral part of day to day operations, as well as to foster accountability and transparency, internal control , governance, compliance to Sudan regulations as well as the GF regulations,  in addition to share of knowledge, computerization of SOP, mitigating  the risk of systemic vulnerabilities being undetected, and reducing the frequency of operational problems and defaults , encompassing the roles, responsibilities, policies and processes regarding the oversight and compliance monitoring activities of the PMU into one overarching document. 

Duties & Responsibilities :

 

The oversight and Compliance Officer is expected to ensures effective support to quality assurance and oversight of the assigned RSSH-Malaria Global Fund grant  portfolio focusing on quality control of the full cycle of programming from formulation to implementation achieving the  following results: Effective application of RBM tools, establishment of portfolio performance targets and monitoring achievement of results in full application of Global Fund guidelines and policies; Strategic oversight of planning, budgeting, implementing and monitoring of the programme, tracking use of financial resources in accordance with Ministry of Finance and Economic Planning and the GF rules and regulations. Constant monitoring and analysis of the programme, timely risk identification and management. Follow up on audit recommendations. Capacity building and knowledge sharing among IUs, states and the PMU team. Review and update of the programme operations and management aspects, in conformity with Operations Manuals of  the Global Funds Programmes in Sudan and the Ministry of Finance and Economic Planning.

Summary of Key Functions:

  • Ensuring the Global Fund support to the RSSH-Malaria is in line with the strategic direction of National Health Sector Plan
  • Supports Quality Assurance and Oversight of the RSSH-Malaria Global Fund Portfolio and Team
  • Strategic partnerships and support to make best use of the resources made available to strengthening the health system and combat malaria in the country
  • Provision of top quality policy advice services to the implementing units within the FMOH and states   and facilitation of knowledge building and management

In that capacity, the incumbent will more specifically be in charge of the following functions:

  • Ensure adequate and consistent application of FMoH Global Fund Grant procedures as well as administrative; programmatic, contractual, financial rules in daily operations;
  • Prepare an annual Management and Oversight Plan and ensure its implementation;
  • Review the overall Grant portfolio to confirm compliance with standard practices guidelines and FMoH Global Fund requirements and determine concrete measures for adherence;
  • Conduct special management reviews and assist in the follow-up on the implementation of the internal/external audit/Auditor of National Audit Chamber recommendation and follow up matrix, provide feedback on the status to the Programme Manager;
  • Ensure through spot checks and appropriate systems that relevant procedures and supporting documents are exhaustive and consistent;
  • Assess the internal control framework on a risk-based approach for Global Fund Grant including Implementing Units. Recommend actions to address shortcomings identified, strengthen internal controls and improve business processes;
  • Contribute to the development of the insurance plan of the Global Fund Grant and serve as resource person for updating the control tools of the PMU and the Global Fund grant in general.
  • Provide substantive support to the training and ensure quality control of spot check reports;
  • Undertake all other Oversight and Compliance activities within the framework of the set responsibilities of the duties;
  • Report regularly to the DGIH regarding programmed/operational matters and general systems control;
  • Performs risks assessment and identification of risks areas;
  • Trains the implementing units' employees and stakeholders on the operation Manual and compliance issues as well as ensures that all PMU staff are fully aware of operation Manual, procedures and regulations
  • Ensures the sharing and disseminating of knowledge among the PMU staff;
  • Recommends the right corrective action in case of default from the governing requirements.
  • Develop the conflict of interest plan in close cooperation with senior management and monitor its implementation.
  • Prepares and submits monthly reports on findings and observations on verification and audit of different processes
  • Liaise and collaborate with partners, for better harmonization to achieve the desirable results
  • Provide policy and process management and programme advisory to IUs and stakeholders to undertake capacity development process and addressing development need for Health System strengthening
  • Undertake mission externally and internally to participate on different events and to provide support to the IUs and states
  • Mainstreaming of RSSH-Malaria GF grant among other FMOH donors supported projects
  • Undertake any other relevant activities as required by the unit.

 


 
 Minimum Qualification, Skills and Experience Required:

Qualification :

 

A bachelor degree in the area of finance, audit, accounting or related field is required; A master’s degree in finance, audit, accounting or related field is an added advantage; Certification as a Certified Public Accountant (CPA), Chartered Accountant (CA), Certified Internal Auditor (CIA) or equivalent highly desirable.

Experience :

A Minimum of 7 years professional experience in managing large projects or programmes, including financial management (particularly developing and implementing financial control systems) and audit management within the private sector or International NGOs or Public Sector;

  • Excellent knowledge of project management, audit track, accounting and budgetary procedures and techniques, procurement of goods and services, stocks and assets control
  • Excellent knowledge of computer standard applications, information system analysis, database etc.;
  • Excellent knowledge of issues pertaining to donors funding, related reporting systems, especially within the context of large fiduciary funds;
