Background: The position is to be based in in Khartoum, with frequent field visits and is responsible for the effective design and implementation of the CARE International Switzerland in Sudan (CIS) Design, Monitoring, Evaluation, learning and Accountability strategy and commitments. The position is responsible to ensure alignment of MEAL with CARE’s policies and practices; the development of the M&E plan and activities; setting appropriate monitoring and evaluation standards for CIS projects and programs. He/she will assume overall responsibility for motinring, evlauations, accountability and learning related data collection, collation, analysis and reporting (internal and external). The MEAL coordinator ensures that objective evaluations assess the CARE program and project relevance, effectiveness, efficiency, impact and sustainability of results, and that evaluations are carried out in a credible and systematic manner with lessons and recommendations used for program/project design. The deliverables include: ensuring CARE’s MEAL system is updated based on contextual changes; systems are understood by staff and partners; tools are implemented and required data are generated; expected reports are produced at different levels; quality control is done at different levels; timely actions are taken to improve program MEAL implementation. All actions should be in line with CARE and other MEAL international standards and frameworks. The position holder will liaise closely with the Regional MEAL team. This position works closely with the Program and Program Support Teams in the CO. He/she will also be responsible for CIS Accountability Mechanism. This position reports to the CC PDQ and supervises a team of 3 M&E officers based in the 3 States where CIS currently operates. |

Duties and responsibilities:

Minimum Qualification, Skills and Experience Required: · Masters degree focusing on economics, statistics, sociology, or relevant field · Advanced quantitative or qualitative analysis diploma/training is highly desired, & Proven experience &skills in quantitative & qualitative/participatory research methods & analysis · 5 years of previous professional experience in a similar position · At least 3 to 5 years of operational MEAL experience in the humanitarian sector · Demonstrated experience with designing logical frameworks, designing MEAL systems, database management, outcome and impact measurement using qualitative and quantitative approaches, · Expertise in MEAL methodologies applied to interventions in humanitarian contexts. This should include experience in implementing partners’ monitoring. Strong analytical skills · Flexibility to adapt to changing requirements. · Highly organized, close attention to detail, and ability to effectively prioritize tasks in a fluid environment · Excellent communication skills in both Arabic and English (written, spoken) · Computer skills and practice with Word, Excel, Outlook, etc. required · Ability to respect deadlines, multitask & deal with heavy workloads, & work punctually under pressure · Team-working skills; well-developed negotiation skills and ability to communicate effectively in internal and external settings · Demonstrable ability to work, communicate and build effective relations remotely · Good time management, coordination skills and ability to prioritize high volumes of work to meet tight deadlines
