Background: ORGANIZATIONAL CONTEXT
The United Nations Industrial Development Organization (UNIDO) is a specialized agency of the United Nations. Its mandate is to promote and accelerate sustainable industrial development in developing countries and economies in transition, and is to work towards improving living conditions in the world's poorest countries by drawing on its combined global resources, international and national expertise. This consultancy is technically covered by the Agro-Industries Technology Unit (PTC/AGR/AIT), which is part of the Agribusiness Development Branch (PTC/AGR). The Unit is responsible for technology aspects of agro-based industries in textile, leather; wood and agricultural tools for value added and job creation.
Emphasis is placed on the design and implementation of programmes to serve sustainable development needs of the agri-businesses and related industries, including its environmental needs to be developed by governments, industries, private sector agencies and NGOs targeting poor communities to become more productive and resilient. The Unit provides technical assistance to enhance demand oriented vocational technical skills for employment creation and entrepreneurship for sustainable development.
PROJECTS CONTEXT
The United Nations Industrial Development Organization is implementing a project on “Employment and Entrepreneurship Development for Migrant Youth, Refugees, Asylum Seekers and Host Communities (EEDK-RDDP)”in Khartoum State of Sudan. The specific objective of the project is to enhance employment opportunities and stimulate entrepreneurship for unemployed youth including migrants, refugees, asylum seekers and host communities in the Khartoum State. This project is being executed by UNIDO and implemented in partnership with the four existing vocational training and entrepreneurship centres (VTECs) in Khartoum State, in collaboration with the GoS, the private sector and other stakeholders as part of the European Union funded Regional Development and Protection Programme (RDPP) in the Horn of Africa which has been set up to address some of the protection and development challenges related to forced and protracted displacement funded by the. The overall purpose of the UNIDO action under RDPP is to support the Government of the Sudan (GoS) to create an evidence-based, innovative and sustainable development and protection solution for refugees and host communities, hence providing development alternatives to irregular primary and secondary movement. Recently Project implemented a training programme on organizational management, quality assurance and monitoring and evaluation techniques for the senior management staffs of the vocational training and entrepreneurship centres (VTECs) and senior officials of the Supreme Council for Human Development and Labour (SCHDL), Khartoum State. The four days intensive training included interactive sessions on a number of management subjects such as effective way of self-management, staff management, time management, and facilities management, decision making and communication skills, conflict management, etc. Separate sessions were conducted on financial management and quality assurance where participants learnt about the Deming cycle (Plan-Do-Check - Act) and elements of a business plan. Participants also analyzed strengths and weaknesses of the VTECs as well the opportunities and threats arising from the current market situation. The aim is for the VTECs to fulfil their vocational training duties in according to their designation and based on internationally aligned CBT curriculum, be the pioneers and catalyst for dual vocational training while at the same time becoming service providers for the private sector. In addition, instructors of the VTECs were also trained on basic entrepreneurship, enterprise development and business planning. Training was conducted by the resource persons from the UNIDO-Investment and Technology Promotion Office (ITPO), Bahrain using Enterprise Development and Investment Promotion (EDIP) modality. In order to improve sustainability of the VTECs, project is planning to facilitate and support the development of business plans for the four VTECs located at Karari, Halfia, Haj Yousif and Jebel Awlia area. |

Duties and responsibilities: Under the overall direction of UNIDO Project Manager at HQ, and under the direct supervision of the Chief Technical Advisor, the Business Development Consultant will be responsible to facilitate the development of business plans for the four vocational training and entrepreneurship centres in the Khartoum State. He/she is expected to work closely with the VTECs management staffs and SCHDL officials and to accomplish the following duties and tasks:
