Background: The Program Manager is CIS’s senior representative that will be based in Kassala, and has overall management responsibility for program, operation and safety of CIS presence in the State. Specifically, the position holder works closely with the Kassala team to identify opportunities for and threats to CIS’s program in the state, and supervises all program and program support functions and staff safety in all CIS locations in the State. He/ She will be responsible to provide leadership and direction for all program work. S/he is also required to lead emergency response and humanitarian assistance interventions of CARE International Switzerland (CIS) in the State as well as development interventions. S/he will be responsible for assessing humanitarian needs, contributing to emergency program design, implementing quality program, coordinating CARE’s efforts with local government authorities, INGOs and UN agencies and other local partners. S/he will also be required to represent CARE at the State level on humanitarian coordination meetings and other similar forums. S/he is also responsible for the quality, accountability and effectiveness of CARE’s program within his/her designated area of responsibility Under guidance of the program director/WASH and Public Health Country Coordinator, she/he has overall responsibility for the safety, security and well-being of CARE emergency staff and property at the State level.

Duties and responsibilities: · Program quality role (25%) · Operation and program support role (15%) · Safety and Security role (10%) by Ensure all Field Office personnel understand individual and collective responsibilities for their safety · Develop systems that serve to enhance the capacity of project partners Work closely in planning, implementation, monitoring and reporting of projects with community based organizations and NNGOs (10%) · Contribute to the Success of CIS Partnership Approach · Uphold CARE Values and contribute to CIS shared priorities · Any other assignment related to the job

Minimum Qualification, Skills and Experience Required: · Minimum of 5 years of management in humanitarian aid experience in complex and natural disasters, with experience in managing health, nutrition and WASH programs and operations. · University Degree in relevant field study. · High level of all aspects of managerial experience including budget and team management · Experience in complex decision making · The highest level of expertise in representation and negotiation with governments and donors · Strong understanding of the humanitarian emergency operating context, including Sphere, the humanitarian system, donors, Safety and program management · Strong communication & interpersonal skills; comfortable engaging in dialogue with a range of actors including communities leaders and other community structures, government departments, local authorities, CBOs and other NGOs. · Good communication skills (verbal and written) in both Arabic and English; Ability to write reports in both English and Arabic · Good team player, flexible and capable of working with a multi-national Sub Office and Country team · Ability and willingness to travel to locations outside base station to program operational areas and live in sometime basic conditions. · Excellent computer skills – Microsoft word, power point and excel · Experience in engaging the community and community mobilization
