Background: Under the direct supervision of the Team Leader, the WASH officer will be in charge of CARE’s WASH program implementation in Kassala State. The project aims at strengthening sustainable access to safe water and improved sanitation and hygiene practices in Kassala state and promoting the knowledge, attitudes and behaviors changes needed to make this intervention sustainable beyond the project period. The Officer is responsible for the water, sanitation and hygiene component of the program which includes water supply infrastructures rehabilitation and construction, training of community based WASH committees, hygiene promoters, conducting hygiene promotion and cleaning campaigns, excreta disposal, solid waste disposal, drainage systems, vector control, general constructions, implementation of CLTS, participate in emergency response initiatives, and provide technical and managerial oversight to hygiene promoters, community members and partners

Duties and responsibilities: · Implementing CARE’s Environmental Health activities (45%) · Coordination (10%) · Supervision (10%) · In collaboration with other team members, the WASH Officer undertakes detail project specific WASH need assessments, prepares design & detail bills of quantities, budget estimates in response to emerging emergencies throughout the state and forward to supervisor for review. (10%) · M&E and reporting (10%) · Contribute to the Success of CIS Partnership Approach · Uphold CARE Values and contribute to CIS shared priorities · Any other assignment related to the job

Minimum Qualification, Skills and Experience Required: · Bachelor’s degree or equivalent in Environmental / Public health/or equivalent · Minimum of three years’ experience with NGO in planning and implementing project supervision WASH programs, in emergency and / or development contexts · Ability to effectively plan, organize and manage project implementation · Problem solving and decision making skills · Good knowledge in monitoring, has ability to compile, analyze data and prepare report · Demonstrated analytic and conceptual skills in relevant field · Good team player with flexibility: Has demonstrated proactive roles in teamwork. Able to work in team context · Good interpersonal and facilitation skills: Ability to conduct and facilitate training · Knowledge and skills in networking: Has ability to effectively deal with GO/NGO and other counterparts / partners · Good communication skills (verbal and written) in both Arabic and English; Ability to write reports in both English and Arabic · Has demonstrated leadership roles, and ability to organize people to involve in program activities. Knowledge and skills in resource management · Willing to work with the disadvantaged / vulnerable people under stress and in difficult situation · Fluent in both Arabic and English languages in order to write reports and translate documents
