Supply chain Officer

 Background:

To coordinate and manage of procurement of goods and services for World Vision with high standard of accountability, transparency, integrity, and in a timely manner.

 



 
 Duties and responsibilities:

  • Support logistics by tracking, communicating and ensuring that all items dispatched to the field sites are received and GRNs are issued.
  • Assist the supply chain manager to monitor all procurement activities and staff to ensure compliance with WV guidelines and standards and Donor requirements are upheld.
  • Monitor the application of purchasing policies and procedures; supervise a central purchasing system and services ensuring the appropriate use of requisitions, bid evaluation, purchase orders, purchase contracts and receiving reports.
  • Ensure timely procurement of goods for the program
  • Implement standards and systems for managing and controlling inventories, including but not limited to: receipt, warehousing and storage of materials, equipment, fixed assets and capital asset registers and inventory checks.
  • Work with the Supply Chain Manager in ensuring standards and systems are developed and implemented for fleet management and the efficient use of vehicles and transportation services in support of program objectives.
  • Support the maintenance and upkeep of all offices, guesthouses, warehouses and vehicle parking areas ensuring that problems are dealt with effectively within terms of lease/contracts.
  • Ensure scanned copies of all the supportive documents such as waybills, PRs, Invoices, LPOs/Contracts are sent by email to the receiving person and the requestor as soon as the goods are dispatched to the field and also ensure all the signed supportive documents for processing the transporter’s payment are returned.
  • Place orders for contracted services or send quotations to recognized vendors engage in tendering activities and participate as a member of the tender committee.
  • In consultation with the Supply Chain manager distribute orders to appropriate suppliers (local &international).
  • Ensure that all documents to the suppliers/contractors have been properly translated to Arabic.
  • Prepare the appropriate weekly procurement and Logistics reports.

Working Environment / Conditions:

  • Very frequent travels to field project sites and ability to live in hard conditions.
  • Close interaction with staff, beneficiaries, partners, and government officials.

 


 
 Minimum Qualification, Skills and Experience Required:

  • University degree in Business Administration, Economics or any related fields.
  • Professional qualifications in Purchasing & Supplies Management an added advantage
  • Must demonstrate computer literacy and proficiency in the use of MS Office applications and management of supply chain databases
  • At least 5 years’ experience in a demanding work environment, preferably with an International NGO and with demonstrated clear understanding of procurement procedures.
  • At least 3 years in officer position in INGOs.
  • Ability to work in cross-cultural environment.
  • Very good command of English Language both written and spoken.
  • A proactive person with initiative and drive, honest with a high level of integrity; a team-player with good planning skills
  • Excellent English and Arabic language communication skills (oral and written).

Other Competencies/Attributes and Skills:

  • Ability to exhibit exemplary lifestyle as interpreted in specific local cultural context.
  • Computer skills: demonstrates proficiency in computer applications including use of Microsoft Office Suite, Lotus Notes, intranet and internet, and various software applications and databases commonly used in the work space.
  • Good planning and organizational skills
  • Ability to coach, train and building capacity of fellow staff
  • Ability to work and deliver results under minimum supervision.
  • Experience working in an NGO setting will be an added advantage
  • Good interpersonal skills.
  • Ability to work under pressures.

Monthly salary 6,585 SDG Based on experiences, successful candidates will receive a net salary in USD at the prevailing exchange rate.
