 Background:

Field of activity


The African Union (AU) aims to promote the political, economic and social integration of its 55-member states. With twelve organs, the AU is represented at various African locations. The African Union Commission (AUC) serves as the secretariat of the AU and is responsible for development cooperation. After the European Union, the Federal Government of Germany is the largest bilateral and thus a strategically important and prominent partner of the AU. The GIZ Coordination Office for the AU (GIZ African Union Office) in Addis Ababa is responsible for the implementation of pan-African programs with the AU and its bodies in four priority areas - peace and security, regional economic integration, good governance / migration, education and employment, and agriculture - on behalf of the Federal Ministry for Economic Cooperation and Development (BMZ), the Foreign Office (AA) and other clients. The continental portfolio, which currently has over 180 employees, translates into an annual title volume of approximately € 49 million in more than 35 countries in Africa; the Multi-country programs span across several locations throughout Africa. The GIZ Office to the AU is assuming overarching tasks for the management and quality assurance of its growing portfolio. Due to the continental positioning, business policy questions on cost-effectiveness and efficiency, as well as new perspectives through digitization, are being re-examined, e.g. to optimize continental tenders and personnel recruitment.


We are looking for an experienced employee who, with creative will as well as openness to piloting and innovation, contributes to the further development of this dynamic GIZ portfolio and supports us in making the GIZ Office to the AU efficient and cost-effective.


As Regional Recruitment Expert, you will advise and support the management of the GIZ AU Programs. You will provide your expertise, the necessary tools and technology to handle the complex and fundamental questions or tasks assigned to you with the corresponding significance. You prepare data and information according to the requirements. In doing so, you take into account legal, contractual and corporate policy conditions and ensure the quality of HR-standards.



 
 Duties and responsibilities:

  • Leads the development of an Africa-wide GIZ Regional Recruitment expertise for Africa in Addis Ababa, and supports/consults HR on the GIZ National Staff Strategy (with a focus Regional recuitment) in GIZ (with HQ)
  • Manages/supports all regional recruitment processes of the GIZ AU Portfolio, and potentially other Regional GIZ offices and GIZ country office with Regional expertise requirements in close collaboration with HQ, the respective country offices and programme leads (AVs)
  • Serves as GIZ AU central contact for all HR questions; is responsible for implementing HR procedures as required, including operational and administrative tasks; in coordination with HR specialists at GIZ Offices
  • Fosters cooperation, dialogue and regular contact with GIZ Country Offices and cooperates with Event and Travel-Teams, relevant organisational units, GIZ projects/programmes to improve and maintain good working relationships
  • Communicates GIZ-AU interests and efforts, forwards these and encourages sharing ideas and information for the benefit of the project/programme on regional recruitment
  • Reaches out to the national personnel help desk at GIZ Head Office and other HR specialists in the region, specifically to share experience on good practices.
  • Negotiates staff secondment protocol with the AU, AU Development Agency-NEPAD and other relevant partner institutions such as RECs.
  • Implements Career Development Model for the AU Office including HR and competence development, career development and international mobility for National and regional professionals in close collaboration with the line managers and GIZ AU Director.
  • Supports country offices in solving difficult issues, e.g. salary transfers in forex, taxation issues and issues specific to regional professionals or international experts (IFK) from the continent.

 
 Minimum Qualification, Skills and Experience Required:

  • Graduate or master’s degree in Human Resource Management or Business management with a focus on HR
  • Proven professional experience in a comparable position at home and abroad, at least 3-5 years
  • Extensive knowledge of regional & international recruitment procedures, standards and compliance aspects
  • Good knowledge of HR management within GIZ or other development cooperation or private sector agency with an international reach; Africa-wide experience is an asset
  • Experience and enjoyment of complex challenges to be solved in an intercultural context in coordination and cooperation with multiple actors and organizational units
  • Work experience in coordination and cooperation with multiple cooperation partners and donors
  • Excellent advisory and communication skills with a strong client-orientation
  • Ability to assert oneself, efficient and effective way of working, result-orientation
  • Very good working knowledge of ICT (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office)
  • Very good knowledge of the International languages widely used in the region, ideally a knowledge of English, French; German is an asset
     

Full time, Band 4 Position; regional secondment from the African country of origin/residency with an attractive package of allowances.
