 Background:

Since 2004, the International Medical Corps has been providing targeted, integrated, and comprehensive live-saving health and nutrition interventions benefiting IDP camp, host communities, nomads refugees and returnees throughout Central, West, and South Darfur states. IMC implement primary health care, nutrition, and WASH programs, supporting health facilities.  IMC also works to build the capacity of the health work force and of the community to ensure project activities are built into long-terms strategic planning and that the workforce will have the needed capacity to continue humanitarian interventions in the target communities.Through this consultancy service, International Medical Corps plans to understand and determine the magnitude of malnutrition among children and PLWs in West Jebel Marra Locality.

 

METHODOLOGY

The survey will be developed using updated SMART methodology. Anthropometric indicators will be generated using ENA or Epi/ENA software. Survey methodology should be reviewed by IMC Program Director.

 

OBJECTIVES

The Consultant will lead and deliver the survey and its findings as per the following objectives:

  • To measure the prevalence of acute malnutrition in children aged 6-59
  • To measure the prevalence of stunting in children aged 6-59 months
  • To determine the coverage of measles vaccination among children aged 9-59 months (or context-specific target group e.g. 9-23 months)
  • To determine the coverage of vitamin A supplementation received during the last 6 months among children aged 6-59 months
  • To assess the two-week period prevalence of diarrhea among children aged 6- 59 months.
  • To assess household dietary diversity
  • To determine the population’s access to, and use of, improved water, sanitation and hygiene facilities
  • To establish recommendations on actions to be taken to address the situation

 

Other contextual information

  • To determine the coverage of selective feeding programme for children aged 6-59 months.
  • To determine enrolment into Antenatal Care clinic and coverage of iron-folic acid supplementation in pregnant women.

 



 
 Duties and responsibilities:

  • Review and finalize the survey tools using the SMART methodology. This includes ensuring that the data collection forms are in line with international standards
  • Be responsible for preparation for the surveys, including review of population statistics, calculating the sample size, selecting clusters, and developing an efficient
  • survey schedule
  • Train the survey teams (including pre-testing questionnaire) in collaboration with IMC and Community Workers
  • Assume overall responsibility for implementation of the survey, including daily supervision of survey teams and daily data quality assurance
  • Supervise data entry (via assigned data entry staff) and assure data entry quality. Data entry clerk to be hired and paied by the consultant.
  • Be responsible for data cleaning and analysis using anthropometric software for the core anthropometric and additional indicators, including analysis
  • Write and submit a comprehensive report for each survey
  • Outlining findings and recommendations
  • Lead the synthesis and sharing of findings during meetings and discussions with IMC and relevant field team members.

General Conditions of the consultancy

  • The consultancy service shall depend on securing the approval from relevant state and federal level authorities.
  • The consultant (s) will be based in Golo, Central Jebel Marra localitywill spend most of the duration in the field.
  • The consultant will support and facilitate his travelGoloand back to his or her home.
  • The consultant will be required to abide by the IMC security procedures and rules in place for IMC staff.
  • The consultant will cover his food and subsistence related cost and his/her accommodation.
  • The consultant will conduct his/her work using his/her own computer equipment. Other costs related directly to the task, like photocopying of questionnaires, shall be covered by IMC. All other survey related costs including payment for the survey team, team leaders and supervisors shall be done by the consultant him/her self.
  • Terms of payment will be negotiated upon acceptance of the consultancy. On the basis of the above proposed activities, the total budget for the consultancy will include VAT as required.
  •  Final payment to the consultant will be dependent on the completion of all deliverables.
  • Assessment Report Approval: IMC Sudan reserves the right to organize a discussion and feedback session where the consultant presents the first draft report of the assessment. The consultant shall incorporate the feedbacks from this session as deemed necessary.
  • Report Language; The assessment report shall be written in English
  • Mode of Submission: The consultant will submit both electronic and CD copies of the report written in Microsoft Word.
  • Copyright: The assessment report remains as a property of IMC Sudan. It shall not be reproduced or distributed by any entity without a prior written consent of IMC Sudan.

 

DELIVERABLES

  • A preliminary report will be delivered within one week of the end of field work.
  • A final survey report including recommendations on actions to address the situation is to be submitted at the end of the Consultancy.
  • Results of standardization tests, details of data cleaning and plausibility checks should be presented in the final report.
  • The findings and major recommendations are to be presented to partners at the mission level (oral presentation and PowerPoint slides).
  • The final cleaned version of the data sets used to calculate the survey results is to be submitted to IMC.
  • All completed questionnaires and tools to be submitted to IMC field office.

 

REPORTING

The consultant will report on regular basis and agreed task schedule to the M&E Coordinator delegated person who will have the overall responsibility of the survey.

 


 
 Minimum Qualification, Skills and Experience Required:

The successful candidate will:

  • Have a university degree or the equivalent, with advanced education in nutrition, with a specific competency in humanitarian emergencies.
  • Have significant experience in undertaking nutrition surveys (design and methodologies, staff recruitment and training, field supervision and data analysis/write up).
  • Be familiar with the SMART survey methodology and ENA for SMART, Epi/ENA or Epi Info software.
  • Be fluent in English with excellent writing and presentation skills.
  • High level of coordination skills is required.
  • Documented experience in SMART surveys
  • Proven skills to analyze identify needs and respond with recommendations to address supply, human resources and implementation issues.
  • Ability to conduct data analyses, including collating and presenting data. Strong skills in statistical analysis using ENA software.
  • Must be able to demonstrate excellent communication and organizational skills
  • Willingness to travel and work in field environments.

 


TIME FRAME

  • The consultancy will last 30 days, starting from the signing of the contract.

 

LIABILITY

  • IMC has right to suspend or cancel the whole process during the selection and/or implementation of the activities at any stage without any obligation or liability.
