 Background:

I. ORGANISATIONAL DESCRIPTION

DRC is a private, independent, non-profit organization (NGO), devoted, on the ba­sis of humanitarian principles to securing the protec­tion of refugees and internally displaced persons (IDPs), and to promoting long term solutions to the problems of forced displacement. DRC works in the context of conflict-induced displacement of populations and in return and reintegration situations

 

II. JOB PURPOSE:

Community-Driven Recovery (CDR) is a DRC approach to engaging communities to developing their own inclusive community development plans, supported with peacebuilding and infrastructure initiatives.

The CDR Infrastructure Assistant is a qualified civil engineer who is based in Garsilla and roving to Um Dukhum, Nertiti, Golo, and Zalingei in order support the implementation of community infrastructure projects, with cooperation from the Ministry of Planning. The CDRS Infrastructure Assistant will report to the Infrastructure Specialist under overall supervision of Programme Manager – CDR.



 
 Duties and responsibilities:

Key Tasks/Responsibilities

Implementation and Planning

  • Support Infrastructure Specialist in oversee technical implementation of Infrastructure components outlined in the Community Action Plans developed between communities and the CDR Team.
  • Develop technical drawings and Bill of Quantities (BoQs) for each construction or rehabilitation project taking into consideration of communities’ need.
  • Ensure community involvement at all phases of the project (design, implementation and monitoring) to promote community ownership.
  • Supervise community level construction activity in the field in the absence of contractors, as required.
  • Provide community with necessary and adequate technical support in carrying out community level construction activities.
  • Regular visit of the construction sites to review the overall performance of contractors and sub-contractors and report to Infrastructure Specialist and /or Ministry of Planning Engineer on the issues or disputes between contractor or with any of the external stakeholders/partners.
  • Work closely with the CDR Team to ensure constant community feedback and monitoring.
  • Attend community meetings to answer questions about construction activities and take constructive feedback, as required.
  • Ensure activity is planned and implemented in close collaboration with national partner.

Reporting and Programme Development

  • Contribute to monthly and quarterly reports on project process against CAPs by providing detailed and timely field visit monitoring reports to Infrastructure Specialist
  • Contribute to project planning, development of proposals and lessons learned processes

Monitoring and Evaluation

  • Identify, document and disseminate relevant project success, challenges and follow up on implementation of project’s action points;
  • Participate in joint monitoring visit with implementing partners and Ministry of Planning or other line ministries, as required.

 

External relationship

  • Develop strong working relationships with local communities, locality government officials, and line ministries.
  • Work closely with DRC’s CDRS implementing partners;
  • Represent DRC with good faith and by demonstrating DRC’s humanitarian code of conduct.

Additional tasks

  • On request perform any other additional duties assigned by the Infrastructure Specialist and/or CDRS Programme Manager in order to allow the organisation to function optimally. This job description is not a definitive task list but has been done to clarify the responsibilities of the employee.
  • Participate in all relevant meetings, workshops, seminars and training.

The CDRS Infrastructure Assistant is expected to overnight in remote field locations as required.


 
 Minimum Qualification, Skills and Experience Required:

IV.QUALIFICATIONS AND EXPERIENCE:

  • University bachelor’s degree in civil engineering or equivalent qualification.
  • Minimum 1 years of proven experience in providing technical engineering designs and implementation.
  • Previous volunteer experience with Civil Society Organisations and/or NGOs.
  • Previous experience working with rural community infrastructure concerns (boreholes, schools, community centers) and working with local materials.
  • Experience in the preparation of infrastructure designs and Bill of Quantities /Materials
  • Previous experience developing reports and implementing work plans
  • Strong computer skills especially AutoCad and including Word, Excel, Powerpoint and Outlook
  • Excellent time management skills and ability to perform under tight deadlines
  • Knowledge and experience in participatory approaches in community development will be an added advantage
  • Fluency in spoken Arabic and English, both written and verbal

Proposed Contract Length

One-year contract starting midJuly 2019 with possibility for extension

This position is placed at Grade IV Step I (Gross USD 497) of the DRC Sudan National Staff salary scale
