 Background:

I. ORGANISATIONAL DESCRIPTION

DRC is a private, independent, non-profit organization (NGO), devoted, on the ba­sis of humanitarian principles to securing the protec­tion of refugees and internally displaced persons (IDPs), and to promoting long term solutions to the problems of forced displacement. DRC works in the context of conflict-induced displacement of populations and in return and reintegration situations

 

II. JOB PURPOSE

Community-Driven Recovery and Safety (CDRS) is a DRC approach to engaging communities to developing their own inclusive community development plans, supported with peacebuilding and infrastructure initiatives. The CDRS Assistant will work to ensure the quality and timely implementation of project activities in compliance with DRC standards and budgets. CDRS officer will be responsible for working with the community to design, implement and monitoring Community Action in Wadi Saleh, Mukjar, Bindisi and will have an “Area of Responsibility” they will be responsible for overseeing.



 
 Duties and responsibilities:

III. INCUMBENT TASKS / RESPONSIBILITIES:

 

Planning and Implementation:

  • Responsible for implementation of Community Action Plan workshop and its activities under the supervision of Team Leader and CDRS Manager
  • Ensure community involvement at all phases of the project (identification, design, implementation and monitoring) to promote community ownership.
  • Ensure timely implementation of activities according to the work plan including follow up visits with other team members
  • Ensure our activity is targeted to the beneficiaries who are in most need according to the criteria through verification visits and regular monitoring
  • Ensure Committees DRC has established are fully functioning and receiving adequate support.
  • Ensure activity is planned and implemented in close collaboration with national partner.
  • Support the CDRS Manager and Team Leader to document programme implementation lessons learnt, best practices and constraints and a system to share this information project staff, DRC partners and other stakeholders.
  • Work closely with Protection, Livelihoods, and Infrastructure team to coordinate activities at the field level and ensure they are in line with Community Action Plans.
  • Support co-implementation of livelihoods and protection programme activities (e.g., awareness raising, distributions) as required in the CAP communities.

 

Communication/Reporting

  • Contribute to the monthly report and quarterly reporting processes
  • Contribute to project planning, development of proposals and lessons learned processes
  • Support programme development by contributing to drafting and review of project concepts, proposals and any other fundraising docum

Monitoring and Evaluation

  • Participate in data collection for baseline, mid-term and endline evaluation.
  • Collecting and filing monitoring, training and assessment reports from the field
  • Identify, document and disseminate relevant project success, challenges and follow up on implementation of project’s action points
  • Supervise and undertake participatory needs/vulnerability and capacity assessments of affected communities and partners.
  • Participate in joint monitoring visit with implementing partners.

 

External relationship

  • Have positive local working relationships with local communities, locality government officials;
  • Work closely with DRC’s implementing partners;
  • Represent DRC in sector coordination meetings and any other relevant meeting at field level, as required.
  • Represent DRC with good faith and by demonstrating DRC’s humanitarian code of conduct.

 

Additional tasks

  • On request perform any other additional duties assigned by the supervisors in order to allow the organisation to function optimally. This job description is not a definitive task list but has been done to clarify the responsibilities of the employee.
  • The CDRS Officer may be expected to overnight in the Um Dukum Base or other remote field locations as required.

 
 Minimum Qualification, Skills and Experience Required:

IV.QUALIFICATIONS AND EXPERIENCE:

  • University degree or higher education (secondary)
  • Minimum 2 years of proven experience in delivering Community Based Programming related to recovery, development and/or social cohesion
  • Previous experience using participatory approach with the community/IDPs
  • Previous experience developing reports and implementing work plans
  • Strong computer skills including Word, Excel, Powerpoint and Outlook
  • Demonstrated track record of multi-project coordination with projects in varying phases of completion
  • Excellent time management skills and ability to perform under tight deadlines
  • Fluency in spoken Arabic and English, both written and verbal
  • Willingness to work in demanding, stressful situations under difficult living conditions with respect for basic security rules.
  • Able to pay attention to detail

Proposed Contract Length

One-year contract starting 1st July 2019 with possibility for extension

This position is placed at Grade V Step I (Gross USD 603) of the DRC Sudan National Staff salary scale
