Muslim Aid is a faith-based British international charity that provides help to people who are victims of natural disasters, conflict or suffering from poverty, hunger, disease and illiteracy. It was established in the United Kingdom in 1985 in response to the drought in the Horn of Africa. Muslim Aid's Sudan Country office (MASCO) was set up in 1991 in response to the strategic need and to enable the continuation of effective aid work in the country. Currently, Muslim Aid is implementing projects in Kassala, Central Darfur and Red Sea State , Algazieera State , Gdarief State in Sudan.


 Salary: 6500 SDG (net salary will be paid in USD 823 approximately )

 Background:

The FSL Coordinator will provide technical support and quality program implementation for the FSL projects in Sudan.  Overall, the FSL Coordinator is responsible for planning and implementing of food security and livelihood program in adherence with Muslim Aid UK and donor guidelines and standards. He/she will coordiante with relevant sector, represent Muslim Aid UK among donors and raise MA profile.
 

He/she specifically guarantees the quality and suitability of proposed technical approaches and ensures the appropriateness of FSL activities and general Muslim Aid UK objectives to the needs of the local populations.



 
 Duties and responsibilities:

  • Lead the field-level implementation of FSL activities using appropriate MA project management tools to plan, review and track progress and quality by the program team and local partners, with guidance from the Country Director.
  • Regularly monitor field-level activities and work with local partners to resolve obstacles to timely, quality, and accountable implementation.
  • Proactively raise issues with the Country Director and/or Head of Operations as appropriate.
  • Assist in identifying and developing new needs/growth opportunities and/or opportunities for strategic partnerships or synergies between MA projects or between MA and other agencies.
  • Manage FSL budgets and ensure the project funds are fully utilized following donor and MA guidelines
  • Review budget vs actual on monthly basis and indicate to finance any over and under spending
  • Regulary meet with donors and raise MA profile for fund raising
  • Develop high quality FSL project proposals following need assessment and donor guidelines
  • Contribute to Country Strategic Plan for Sudan program
  • Systematically develop the capacity of FSL team and local partner to ensure high quality implementation
  • Develop monthly and quarterly reports for donors and MA projects
  • Work with the MEAL Coordinator/officer to manage the project Monitoring, Evaluation, Accountability, and Learning (MEAL) plan, with particular emphasis on accountability and transparency. Lead in-field learning events, debriefs, etc. and ensure documentation and sharing of lessons learned. Ensure prompt collection, analysis, and sharing of all project data, especially commodity/market monitoring.
  • Work with the MEAL Coordinator/officer to conduct periodic reviews of paper vouchers, market supply, vendors, etc. to check against electronic reports.
  • Work closely with local partners, ensure timely and appropriate expense forecasting and liquidation (especially for vendor payments) to avoid program stoppage and ensure optimal use of project resources.
  • Develop monthly cash forecast for Red Sea and other offices that are implementing FSL programs
  • Assist local partners in timely and appropriate preparation of requests for operational advances.
  • Regularly review and analyze trends in financial reports, with support from the Country Director.
  • Ensure grant management compliance (adherence to MA’ sub-recipient financial management policy, etc.) based on guidance/feedback from CD and Operations department.
  • Communicate regularly with local actors and stakeholders re: project progress, and generally represent MA in relevant coordination meetings.
  • Assist in the coordination of visits of MA, donor and partner staff as needed to program sites.
  • Any other duty assigned

 
 Minimum Qualification, Skills and Experience Required:

  • Bachelor Degree in Food Security, Livelihoods or other related field is required. Masters degree  in Food Security and Livelihood is preferred
  • Minimum 5 years of professional experience in similar position managing Food Security and Livelihood programs preferably with INGOs
  • Experience in management and implementation of projects in emergency context is desirable.
  • Experience in working with budgets, including managing financial outlays and expenditures.
  • Experience of implementing USAID and  UN funded (FAO/WFP) projects
  • Demonstrated experience in capacity building, project design and budget management.
  • Understanding of protection principles, gender main streaming, conflict sensitivity, and Do No Harm, as well as and contextual knowledge on Sudan.
  • Ability to communicate technical issues effectively and persuasively
  • Ability to build collaborative relationships with Sudanese civil society actors to generate mutually beneficial professional relationships based on mutual trust and respect.
  • Experience in effectively dealing with headquarters staff, as well as donor agencies, government officials, and other NGO's; ability to work with a broad spectrum of people.
  • Strong writing and analytical skills, including ability to communicate technical matters to a range of audiences.
  • Excellent Computer knowledge – Microsoft office programs and relevant health data base.
  • Experience using HMIS or other data management and analysis programs is desirable.
  • Language requirements:  Arabic and Fluency in English is essential
  • Mature and structured approach to project and team management.
  • Ability to multi-task, ability to handle pressure well, flexibility, adaptability to transition.
  • Ability to travel in country.
