Program Manager
World Vision International
 Duty Station: South Kordofan, based Kadogli

 Background:

To provide leadership and day to day management of the South Kordofan Program Operation and development project response  to ensure that it is effective and meets the designated goals and objectives of World Vision, the donors and the target population. To manage the implementation and reporting of relief and development projects.



 
 Duties and responsibilities:

  1. Leadership and management Provide effective leadership to all staff in the South Kordofan Program
  • Ensure staff roles are clearly defined and that the staff are aware of them
  • Ensure all approved staff positions are filled in a timely manner.
  • Ensure effective coordination of all staff in South Kordofan Program so that all staff work without conflict of roles.
  • Coordinate staff activities and ensure staff share resources where possible.
  • Ensure implementation of sound performance management through performance planning and reviews
  • Through coaching, mentorship and support for training, ensure that all staff in the South Kordofan Program are well equipped to meet their obligations
  • Ensure Program risks and issues are effectively managed though proper identification and allocation of issues.
  • Ensure WVS assets are secure, safe and any movement documented accurately and appropriately.
  • Ensure proper and adequate security briefing to all WVS visitors to South Kordofan Program.
  • Ensure all WV policies and procedures are followed at all times

 

  1. Program management and Implementation:
  • Ensure all staff adequately engage with community and partners before and during project implementation
  • Ensure all projects are adequately planned for by using the WV approved planning tools and that plans are comprehensive and detailed.
  • Ensure timely implementation of all planned activities within the program
  • Ensure all projects budget are all spent within the approved limits
  • Ensure that projects targets are achieved according to the approved plans
  • Ensure Program Budget utilization and Activity implementation is effectively monitored through Weekly, Monthly Quarterly review meetings.
  • In coordination with WVS program sector specialists, Technical Advisors and the M&E team; monitor and promote accountability in utilizing Programme resources
  • Ensure necessary changes in plans are identified, communicated and managed accordingly
  • Provide leadership to the sectorial team to ensure that program targets are adequately achieved
  • Ensure budgets are utilized to the required level on month by month basis
  • Provide management control of all  local purchases, ensuring that all procurements follow the organization procurement policies and procedures

 

  1. Mentoring, Documentation and Reporting
  • Ensure projects are effectively monitored to fast track implementation and to contribute authentic reporting
  • Ensure that upon monitoring visits, staff document and produce reports after the visits
  • Ensure project staff produces quality and timely monitoring reports, monthly reports, quarterly project reports and any other report as required by the donor.
  • Ensure documentation of success stories and lessons learnt to accompany the performance reports.
  • Led the program team to compile concept notes/proposals in liaison with the Sector Specialists, Program Officers and technical advisors.

 

  1. Networking and Collaboration (To maintain effective relations exit between WV and all partners in South Kordofan:
  • Build relationships and linkages with local authorities and communities in the areas WVS is operating and other prospective areas.
  • Build relations with other NGOs that are working in and around the areas.
  • Ensure WV is represented in community, GoS and NGO meetings and give WVS Program updates if and when necessary.
  • Ensure constant information flow between WV, GoS and other partners in South Kordofan
  • Ensure proper coordination with all the relevant government departments, UN agencies and NGOs operating in South Kordofan
  • Ensure that staff adequately engages partners (e.g. Partners NGOs/CBOs, community leaders, and Program committees) during project planning, implementation. monitoring and evaluation
  • Set an implement mechanism for engaging with Implementing partners to ensure that all projects are implanted according to plans.

 
 Minimum Qualification, Skills and Experience Required:

Education:

  • University degree in Development, Humanitarian, Social Studies or related field.
  • Proficiency in oral and written communications in English and Arabic
  • Computer Literate; excel, Microsoft word and internet

Experiences:

  • 7 years field experience with INGO’s
  • At least 2 years in senior position working in a relief and development environment.

Competence, Knowledge & Skills:

  • Ability support in rapid assessments, develop concept papers, prepare proposals, and implementation reports for donors.
  • Ability to work under very minimal (none) supervision
  • Excellent analytical/problem-solving skills and detail orientation
  • Understanding of the issues of children, including youth, and women in relief situations.
  • Knowledge in setting up and supporting vocational training and micro project centres
  • Skills in project design and management
  • Ability to maintain performance expectations in diverse cultural contexts, psychologically stressful environments and physical hardship conditions with limited resources.
  • Excellent interpersonal, organizational and time management skills.
  • Excellent communication skills (oral and written) in English an Arabic.
  • A good team player, demonstrated leadership ability, and strong negotiating skills.
  • Knowledge of MS Office, Lotus Notes and related software.
  • Good understanding of the Red Cross and NGO Code of Conduct, Sphere Standards, Charter of the Rights of the Child, and adherence to Humanitarian Principles.
  • Cross-cultural sensitivity, flexible worldview, emotional maturity and physical stamina.
  • Commitment to World Vision Core Values.
  • Ability to exhibit exemplary lifestyle as interpreted in specific local cultural context
  • Must be willing to work long hours in harsh conditions,
