Roving Finance Officer

Muslim Aid is a faith-based British international charity that provides help to people who are victims of natural disasters, conflict or suffering from poverty, hunger, disease and illiteracy. It was established in the United Kingdom in 1985 in response to the drought in the Horn of Africa. Muslim Aid's Sudan Country office (MASCO) was set up in 1991 in response to the strategic need and to enable the continuation of effective aid work in the country. Currently, Muslim Aid is implementing projects in Kassala, Central Darfur and Red Sea State , Algazieera State , Gdarief State in Sudan.


 Salary: 4300 SDG net salary will be paid in USD 555 approximately

 Duty Station: Khartoum with 50% travel to the field

 Background:

The Roving Finance Officer will be responsible for providing support to MA sub-offices and partners across Sudan including remote support. The position includes constant travel within Sudan and requires high flexibility in terms of physical movement across the states and assignment durations. The position holder is also responsible for reviewing and liquidating all sub offices and partner vouchers and ensuring completeness and accuracy in reporting of expenditure to the satisfaction of MA policy guidelines.



 
 Duties and responsibilities:

Financial Reporting

  • Ensure timely and accurate reporting of monthly financial reports for all sub-offices and partners;
  • In collaboration with the Country Finance Officer ensure timely and accurate preparation of timely quarterly reports for MA-London;
  • Ensure accurate and timely preparation of donor reports for external donors/agencies;
  • In Collaboration with the Country Finance Officer reconcile all balance sheet items on a quarterly basis in accordance with MA policies and guidelines;
  • Ensure timely and accurate preparation of monthly budget to actual reports and discuss appropriate action to be undertaken on any significant variances;

Financial Systems

  • Under the direction of the Head of Operations establish & maintain a donor financial management system in order to optimize funding & to ensure efficient & accurate reporting to donors;
  • Establish & maintain a mechanism for monitoring those grants given to partners, and ensure proper financial reporting & records of same, in line with donor guidelines, where necessary;
  • Under the direction of the Head of Operations and in close collaboration with all MA Finance Officers ensure adequate controls over cash & bank management are constantly monitored & updated to minimize the risk of fraud or misappropriation;
  • Undertake regular field visits in order to assess the financial systems in place & implement improvements wherever needed;
  • Provide training and support to financial and non-financial staff regarding MA's financial procedures and internal controls;
  • Prepare a trip report for each assignment and submit to various stakeholders;
  • Provide vacation cover for all Finance and Logistics Officers across MA –Sudan projects and/or offices;
  • Assist and support the Country Operations unit with other duties as required.

 
 Minimum Qualification, Skills and Experience Required:

  • A degree in Business Administration, Accounting or a related field from a recognized institution OR Relevant professional qualification i.e. CPA, ACCA At least 3 years of relevant professional experience.
  • Excellent computer skills with good knowledge of MS Excel and accounting packages.
  • Working knowledge of both English and Arabic is required (both written and spoken).
  • Good communication and team working skills.
  • Demonstrable willingness to learn and resourceful attitude.
  • Flexible and adaptable and able to handle diverse workload with strict deadlines.
  • Analytical and problem solving skills.
  • Ability to work under pressure.
  • Empathy with MA organizational goals.
  • Patience and sense of humor.
  • Training and capacity building experience.
  • Relevant knowledge in Sudanese Accounting practices and law.
