Protection Team Leader

I. ORGANISATIONAL DESCRIPTION

DRC is a private, independent, non-profit organization (NGO), devoted, on the ba­sis of humanitarian principles to securing the Protection of refugees and internally displaced persons (IDPs), and to promoting long term solutions to the problems of forced displacement. DRC works in the context of conflict-induced displacement of populations and in return and reintegration situations

 

II. JOB PURPOSE:

Under the immediate supervision of the Protection Manager, the Protection Team Leader is accountable for the overall Protection programming in Nertiti&Golo Bases.

 

III. INCUMBENT TASKS / RESPONSIBILITIES:

 

Programme Implementation and Quality

  • Accountable for the implementation of base-level protection activities in line with proposals and technical quality standards, including the Age, Gender, Diversity Mainstreaming (AGDM) approach;
  • Ensure a strong understanding of activities and project indicators with all team members;
  • Develop weekly and monthly work plans and resources needed for the field activities in-line with donor agreements, seasonal demands, and local needs;
  • Provide regular detailed updates to the Programme Manager – Protection against workplans;
  • Monitor the relevant budget lines and closely liaise with finance department;
  • Ensure that programme procurement are being raised in a timely manner and with appropriate level of detail, follow-up procurements with the Supply Chain department to ensure timely delivery and quality items;
  • Design, with the participation of community representatives, appropriate protection interventions, including referrals to relevant authorities and agencies.
  • Regularly visit protection activity sites and ensure quality standards are being met;
  • Provide overall management of the Individual Protection Assistance and Case Management files, ensuring Protection Officers are providing appropriate and timely assistance in line with technical guidelines;
  • Assess communities from protection point of view in collaboration with other sectors, partners and participate in relevant integrated assessments;
  • Represent the protection team at Grant Management Meetings, Programme Reviews and other relevant management meetings.

 

Team Leadership and Capacity Building

  • Contribute in orientation, mentoring and providing on the job training of the protection officers and protection assistants and other staff as required in accordance to program objectives with positive team spirit.
  • Support the capacity building of relevant Local authorities on protection principles and issues in communities; support the strengthening of government referral pathways.
  • Lead trainings to local community representatives and Community-based protection networks (CBPNs) with the support of Protection Officers.
  • Coordinate with all relevant stakeholders (INGO, NGOs, Local authorities, community structures, etc.) in implementation and monitoring project activities.
  • Lead advocacy initiatives designed to improve the protection situation of IDPs, returnees and host communities.
  • Liaise closely and effectively with other both technical (Livelihood, CI) and Support (logistic, finance, Admin, Safety) departments to ensure consistency of messages, program integration and clear interdepartmental communication.

 

Documentation and Reporting

  • Ensure all necessary project documentation is consolidated and annexed together with all required donor reports both in hard copy and electronically;
  • Assist the Program Manager to meet donor reporting deadlines as per DRC agreements by ensuring quality reporting on protection activities;
  • Build a strong relationship with the Grants and MEAL Manager to ensure timely and accurate monitoring and reporting.

Additional tasks

  • On request perform any other additional duties assigned by the supervisors in order to allow the organisation to function optimally. This job description is not a definitive task list but has been done to clarify the responsibilities of the employee.
  • The PROTECTION Team Leader may be expected to overnight in remote field locations.

IV.QUALIFICATIONS AND EXPERIENCE:

  • University degree in Social Sciences or Law
  • Minimum 5 years of proven experience in implementation and 2 years of protection programming management experience.
  • Strong and proven team management skills
  • Strong computer skills including Word, Excel, PowerPoints and Outlook
  • Excellent time management skills and ability to perform under tight deadlines
  • Fluency in spoken Arabic and English, both written and verbal
  • Able to pay attention to detail

Proposed Contract Length

One-year contract starting 1st May 2019 with possibility for extension

This position is placed at Grade VI Step I (Gross USD 763) of the DRC Sudan National Staff salary scale
