 Background:

General Background

The United Nations High Commissioner for Refugees (UNHCR) is the UN Agency mandated to lead and co-ordinate international action to protect refugees and identify, advocate and support durable solutions for their plight. UNHCR Sudan supports the refugee response to address the protection and assistance needs of persons of concern to UNHCR. As part of basic services, UNHCR is implementing comprehensive public health and nutrition interventions in the refugee camps through different partners.



 
 Duties and responsibilities:

Scope of work, responsibilities and description of duties;

Under the direct supervision of the Program Officer and the technical supervision by the Senior Public Health Officer, the pharmacist will be responsible for the overall management of the drugs and medical supplies for the Sudan operation. The position will be based in Kosti in White Nile State with regular travel to other field locations on technical support missions.

He/she will be expected to work in close collaboration with the health, programme and supply chain teams in Khartoum and in the field and will be responsible for the following:

  • Manage the medical supply chain and its deliveries and provide oversight to the medical supply chain in UNHCR Sudan operation that will include:
    • Follow-up on the national medical supply chain for the entire UNHCR Sudan Operation. Keep track of the received international medical supplies in country and the remaining pipeline.
    • Implement a medical supply chain system adapted to a “pull” system: by which medical supplies and medicines are delivered to the partners and regions respecting the needs expressed in the annual quantification (the items and their quantities) validated by the partners and UNHCR.
    • Ensure that medical supplies and medicines are reaching the field in a timely and coordinated manner.
    • Follow-up on UNHCR medical pipeline per state and partner; keep a track of the validated medical needs, including what has been delivered and what is still pending per state and partner.
  • Liaise with UNHCR field offices and partners, increasing their capacity and improve accountability by:
    • Providing periodically and under request updates regarding the medical supply chain: informs about medical supplies delivered, remaining pipeline, and their timeframe per state and partner. 
    • Ensuring that partners and UNHCR field offices implement tools to monitor and report on stocks, average monthly consumptions and medical supplies
    • Performing field visits (including health facilities) in order to improve pharmacy management. Perform quality control inspections and stock management monitoring (inventories and medical deliveries)
    • Providing capacity building (training) to all partners, with special emphasis in Rational Drug Use (prescription practices), consumption monitoring and medical supply follow-up.
    • Sharing with the implementing partners policies, guidelines, protocols and any other materials relevant for pharmacy management
  • Supporting the quantifications of medical needs in UNHCR Sudan Operation:
    • Using the data (average monthly consumptions and stocks) collected and reported by the field partners, he/she provides critical input during the calculation and design of the annual medical quantification for the entire mission.
    • In the events of ad hoc local procurement, he/she supports the calculation of the quantities of medicines and medical supplies to be purchased locally.

 
 Minimum Qualification, Skills and Experience Required:

Minimum Requirements & Qualifications

  • University degree in Pharmacy, Pharmaceutical Sciences or related field is a must;
  • 3-4 years of previous job experience relevant to the function;
  • Excellent knowledge of Arabic and working knowledge of English.
  • Practical working experience in Public Health preferably with NGOs;
  • Experience in working in humanitarian emergencies preferably IDP/Refugee context;
  • Excellent communication skills;
  • Fully competent and experienced in the use of computers using “MS Office” environment;
  • Capacity to collaborate and coordinate across multiple agencies/partners;
  • Ability to work under pressure and meet tight deadlines.
