Public Health Consultant -Malaria / Kadugli

The United Nations High Commissioner for Refugees is seeking for qualified candidate to fill the following post:

 Background:

BACKGROUND

The Federal Ministry of Health have been designated to be the Principal Recipient for the Malaria and The Health System Strengthening Grant under Global Fund against Tuberculosis, HIV/AIDS and Malaria.

The Federal Ministry of Health Global have signed an agreement with the United Nations’ High Commission for Refugees (UNHCR) for the distribution of Malaria prevention, diagnosis, and treatment commodities for Refugee-hosting areas in Sudan. Targeting mainly the South Sudanese Refugees; the agreement will provide these areas with Mosquito nets coverage including adjacent host community; as well as supporting health facilities serving these populations with Malaria commodities.



 
 Duties and responsibilities:

Scope of work, responsibilities and description of the proposed work; 

The scope of this exercise is to engage national consultant to coordinate, facilitate, and supervise quantification and distribution of Malaria commodities until it reaches the final recipients. The consultant in close consultation with MoH will engage with all relevant stakeholders at federal and state levels to ensure timely implementation of the expected distribution.   

The Consultant is expected to carry out the below roles and responsibilities

  1. Take the lead in planning for the distribution, including induction meetings with the MoH and other stakeholders on a national level as well as state-level coordination.
  2. Implement the distribution plans for all states ensuring all the monitoring and evaluation requirements of the GF are recorded and supervised.
  3. Oversee the field level mass distribution and ensure adherence to the highest levels of quality.
  4. Supervise implementation of interventions for malaria prevention and control according to GFATM-FMOH Scaling-Up Malaria Interventions in Sudan project and ensure timely reporting.
  5. Perform any other relevant tasks as assigned by the supervisor.

Institutional Arrangements:

The consultants will be based in UNHCR premises and will report to the Senior Public Health Officer and will be required to provide progress updates on the assignment. S/he will work in close collaboration with the Health, Programme, External Relations, and Supply Units at UNHCR.

The consultancy process will entail regular field travel to refugee areas within Sudan. UNHCR will be responsible to provide all the necessary logistical support and shall cater for all the logistics linked to the consultancy (travel arrangements, per diem).

Duration of the Consultancy:

The contract will be for approximately three months.  The work might include activities to be undertaken at both home based and office level (UNHCR Offices).

Duty Station:

The consultant will be based in UNHCR offices in South Kordofan state in Sudan with extensive field travel to the targeted state. The consultant will be required to report regularly or be present at UNHCR offices in Khartoum and in the field.


 
 Minimum Qualification, Skills and Experience Required:

Minimum Requirements & Qualifications

Education

•           University degree in Medicine, Public Health, or nursing is a must;

•           3-4 years of previous job experience relevant to the function;

•           Excellent knowledge of Arabic and working knowledge of English.

Desirable Qualifications & Competencies

•           Practical working experience in Public Health preferably with the MoH;

•           Experience in working in humanitarian emergencies preferably IDP/Refugee context;

•           Excellent communication skills;

•           Fully competent and experienced in the use of computers using “MS Office” environment.

Skills:
Additional mandatory competency:

  • Capacity to collaborate and coordinate across multiple agencies to common purpose;
  • Ability to work under pressure and meet tight deadlines.
