 Background:

Sudan Fedral Ministry of Health (FMOH) is a key partner to the Global Fund to fight HIV/AIDS, Tuberculosis and Malaria (GFATM). FMoH assumed the role of the Principal recipient of GFATM grants in Sudan, namely Health System strengthening grant since 2015. This role was further extended to include both Malaria and Health Systems Strengthening grants for the period 2018-2020. In its role as the principal recipient, FMoH ensures quality financial management, timely procurement of supplies and services delivery as well as efficient monitoring and evaluation of grant implementation activities. A dedicated Project Management Unit (GF-PMN) is and will managing the GFATM grants (2015-2017 & 2018 - 2020) with an approved budget of over US$ 120 Million. The Unit provides quality assurance and oversight, guidance to routine management of (GF-PMN) Program funded by the Global Fund. The overall goal of the project is to prevent deaths caused by diseases, reduce the burden of HIV and Tuberculosis and Malaria, interrupt transmission of HIV/Aids, reduce morbidity, and to contain and prevent Malaria outbreaks, as well as to strengthen the Health System. 



 
 Duties and responsibilities:

Responsibilities

Working under supervision of the Director General of International Health and External Relations he/she is responsible for oversight of all aspects of the Programme. Specifically, he/she will lead, supervise and coordinate daily activities, and provide strategic direction for the development and provision of support services in the implementation of the Programme. S/he plays a supervisory role to PMU. This is in order to ensure: (i) the achievement of planned targets; (ii) the effective and transparent execution of the financial resources of the Programme; and (iii) effective coordination with the implementing units (IUs) and Sub-Recipients (SRs), Working Groups, Government departments, CSOs, UN agencies, regional partners and the Global Fund, to ensure stakeholder engagement and proper linkages with broader national strategies and programmes.

  1. Project Management:
  • Oversees and manage programme planning and implementation with emphasis on achievement of Programme goals and targets for the Sudan RSSH/Malaria grant. Ensure disease implementation strategies recommended by technical partners applicable to the Sudanese context are adopted/adhered to in order to achieve greatest impact with limited resources
  • Oversees the efficient and transparent use of grants funds , in particular for major and sensitive procurement (as well as major expenditures by Implementing Units (IUs))
  • Oversees and coordinates programmatic and financial management and reporting of the Programme...
  • Reviews the management information systems of the PR and IUs and agree on required changes or resources to ensure that programme and data quality standards are monitored and met; Advocates to put measures in place to enhance data analysis and use to underpin decisions made.
  • Maintains high level strategic partnerships and ensures close cooperation between the PMU and the responsible implementing partners (IUs and SRs), as well as other donors, to ensure effective implementation of the agreed activities and delivery of outputs in a timely manner;.

Ensure streamlining/harmonising of data reporting tools in line with latest partner recommendations and activities that strengthen their use, quality data production, analysis and use

  • Promote knowledge management & information sharing systems all through programme, including data analysis and use.

 

  1. Day-to-day management of the Programme,
  • Management of PR’s commitments within the corporate agreements with the Global Fund, ensures effective application of RBM tools, monitors unit work plans, programme effectiveness and achievement of results;
  • Maintaining regular contact with Programme counterparts and key stakeholders;
  • Team work: Promoting cross-unit team work, building consensus within the PMU and with IUs and SRs on key challenges and solutions to address them;
  • Oversight and coordination of audits and follow up on audit recommendations in a prompt manner
  • Ensure that key risks are identified, communicated with partners, regularly monitored and tracked, and risk mitigation measures are implemented when

 

  1. External Communication and Coordination with Stakeholders
  • Promotes teamwork: Promoting cross-unit teamwork, building consensus within the PMU and with IUs and SRs on key challenges and solutions to address them.
  • Promotes strategic partnerships: Creates strategic partnerships with national, regional and international stakeholders i.e. Country Coordinating Mechanism CCM, Federal and State Ministries of Health and other Ministries, the UN system, and other partner’s programmes in the area of RSSH & Malaria.
  • Coordinate and build relationships with members senior governmental officials, civil society and the donor community and strive meet their information needs and ensure their support for the project
  • Represents the Principal Recipient at meetings with the government, with the donor community and at international conferences related to TGF.
  • Overseas the M & E systems and data quality capacity, supervises the related capacity building support interventions and ensures high-level involvement of FMOH officials
  • Participates in national activities related to the project components,
  • Establish and maintain an effective communication with the Global Fund Secretariat in Geneva and the Local Fund Agent (LFA).
  • Seeks and incorporates synergies with similar initiatives on country level.

 

  1. Human Resources Management
  • Recruitment, performance and career management and supervision of PMU staff (including out-posted staff) to motivate and promote organizational excellence;
  • Leads the project team and defines the organizational set-up and structure of the Program Management Unit.
  • Provides a clear sense of purpose to the team, inspires a positive attitude towards team work
  • Ensures optimal working conditions for the team
  • Strengthens staff capacity through measures promoting professional development and knowledge management

 


 
 Minimum Qualification, Skills and Experience Required:

Education :

  • Master’s Degree in Development, Health

Experience:

 

  • At least 8+ years relevant experience with a strong background in health programmes
  • Minimum 3 years’ experience managing a GF or other donor funded grant
  • Experience in managing donor funded programs including designing and implementing, monitoring and reporting
  • Experience working with and maintaining good relations with donors and government institutions, as well as counterparts and beneficiaries (e.g. International and Local NGOs and government representatives.Experience in project management including managing teams, performance management, and capacity building
  • Proven leadership and management skills.
  • Proven experience in proposal writing report writing and presentation.
  • Advanced knowledge of spread sheet and database packages, including web-based management systems is an asset.

 

Language Requirements:

 

  • Fluency in both Arabic and English with good verbal and written skills
