 Background:

The United Nations Industrial Development Organization (UNIDO) is a specialized agency of the United Nations. Its mandate is to promote and accelerate sustainable industrial development in developing countries and economies in transition, and is to work towards improving living conditions in the world's poorest countries by drawing on its combined global resources, international and national expertise. This consultancy is technically covered by the Agro-Industries Technology Unit (PTC/AGR/AIT), which is part of the Agribusiness Development Branch (PTC/AGR). The Unit is responsible for technology aspects of agro-based industries in textile, leather; wood and agricultural tools for value added and job creation.

 

Emphasis is placed on the design and implementation of programmes to serve sustainable development needs of the agri-businesses and related industries, including its environmental needs to be developed by governments, industries, private sector agencies and NGOs targeting poor communities to become more productive and resilient. The Unit provides technical assistance to enhance demand oriented vocational technical skills for employment creation and entrepreneurship for sustainable development.

 

PROJECTS CONTEXT

 

The United Nations Industrial Development Organization is implementing a project on “Employment and Entrepreneurship Development for Migrant Youth, Refugees, Asylum Seekers and Host Communities (EEDK-RDDP)”in Khartoum State of Sudan. The specific project objective of the project is to enhance employment opportunities and stimulate entrepreneurship for unemployed youth including migrants, refugees, asylum seekers and host communities in the Khartoum State. This project is being executed by UNIDO and implemented in partnership with the four existing vocational training and entrepreneurship employment centres (VTECs) in Khartoum State, in collaboration with the GoS, the private sector and other stakeholders as part of the European Union funded Regional Development and Protection Programme (RDPP) in the Horn of Africa which has been set up to address some of the protection and development challenges related to forced and protracted displacement funded by the. The overall purpose of the UNIDO action under RDPP is to support the Government of the Sudan (GoS) to create an evidence-based, innovative and sustainable development and protection solution for refugees and host communities, hence providing development alternatives to irregular primary and secondary movement.

 

 

 



 
 Duties and responsibilities:

Under the overall direction of UNIDO Project Manager at HQ, and under the direct supervision of the Chief Technical Advisor, the Micro Finance Expertwill be responsiblefor developing appropriate policies and guidelines for the delivery of the micro financial services to the project target beneficiaries. He/she will be also responsible to carry out an in-depth assessment of financial and non-financial products offered by different micro finance service providers and financial needs of the different target groups such as migrants, refugees, asylum seekers and host communities in Khartoum State. He/she is expected to accomplish the following duties and tasks:

 

  • Review the existing legislative, institutional and policy frameworks related to microfinance in Khartoum State and Sudan;
  • Profiling of different registered and non-registered institutions offering microfinance products and services at formal and informal sector in the Khartoum State;
  • Mapping of different financial and non-financial products and services offered by the microfinance providers and/or other organizations for different target groups in Khartoum State;
  • Mapping of sources of livelihood and key economic activities that form the major source of income of different target groups (migrants, refugees, asylum seekers and the host communities);
  • Mapping of financial and non-financial needs of the project target groups in Khartoum State (individual vs. group) for self-employment and business startups ;
  • Enlisting of constraints and challenges faced by the target groups in accessing available financial and non-financial products and services; 
  • Suggest strategies, approaches and road map for accessing available financial and non-financial products and services by different target groups of the Project (individual vs group) based on lessons learnt from other countries;
  • Identify challenges, constraints and way forward to the successful implementation of the interventions, including possible legal obstacles for refugees and migrants to secure loan, open an account, start/expand a business, etc.

 


 
 Minimum Qualification, Skills and Experience Required:

Education:

  • University degree in Economics, Social Science, Business Management, orany other related and relevant subject with at least five year professional experience.

 

Technical and Functional Experience:

  • At least five years of proven experience in conducting high quality research and evaluation in the field of financial inclusion; Understanding of the country context and good analytical, writing and reporting skills.

 

Languages:

  • Fluency in written and spoken English and Arabic is required.
