Finance and Administrative Officer

Muslim Aid is a faith-based British international charity that provides help to people who are victims of natural disasters, conflict or suffering from poverty, hunger, disease and illiteracy. It was established in the United Kingdom in 1985 in response to the drought in the Horn of Africa. Muslim Aid's Sudan Country office (MASCO) was set up in 1991 in response to the strategic need and to enable the continuation of effective aid work in the country. Currently, Muslim Aid is implementing projects in Kassala, Central Darfur and Red Sea State , Algazieera State , Gdarief State in Sudan.


 Salary: 3,500 SDG net salary will be paid in USD 469 approximately

 Background:

Responsible for the day-to-day general financial and administration of MA Red Sea sub Office, assisting the Sub Office Coordinator, Head of Operations in Khartoum and supporting the Sub Office staff.



 
 Duties and responsibilities:

  • Financial accounting, reporting and auditing
    • Prepares field finance documents and ensuring completeness of all vouchers being sent to MA Country office.
    • Liaise with MA Country Office Accounting and Finance staff on the timely provision of monthly financial reports.
    • Support Red Sea sub Office Coordinator with the preparation of MA financial records for annual auditing processes.
    • Under the supervision of the Sub Office coordinator, prepare monthly financial reports and activity based budget versus expense project reports for the sub Office.
    • Under the supervision of sub Office coordinator, prepare monthly updated budgets of different projects for Red Sea Sub Office.
    • Assist MA Country Office with preparation of annual and project audits
    • Ensure adherence to MA field finance policies and procedures
    • Any other duty related to finance assigned
  • Petty Cash and Banking
    • Track monthly office petty cash expenditure and prepare petty cash reconciliation statements for sign off by the sub Office Coordinator.
    • Prepare and manage in a timely manner, payment orders for invoices to be paid by MA.
    • Prepare office petty cash requests for sign off by the Sub Office Coordinator.
    • Initiate the monthly cash count with the Sub Office Coordinator.
    • Maintain accurate banking records, perform bank payment orders and deal with bank on all financial matters.
    • Ensure that bank reconciliations are prepared for all project funds and all copies of bank statements submitted to Khartoum office.
    • Prepare and ensure coordination of wire transfer requests with Khartoum Country Office.
  • Administrative tasks
    • To provide general administrative support as required for the Sub office management and for the projects.
    • To maintain a strong financial filling system and manage filing of the financial documents.
    • To oversee the booking of the accommodation for MA staff visiting Red Sea as required.
    • Coordinate and Liaise with AlHadaf company for security guard management
    • Support sub office coordinator for staff safety and field travel of the staff and ensure communication with Khartoum Office.
  • Human Resources:
    • Manage the sub Office staff leave records and ensure that leave requests are submitted to MA Country Office and filed.
    • Liaise with Insurance Department to continually update the situation of increase and reduction in salary and staff numbers of MA Staff.
    • Work with Khartoum office to ensure completeness in HR records, recruitment and various notices.
  • Partnership Management:
    • Review partner documents and ensure accuracy and completeness for submission to Khartoum Country Office.
    • Ensure to participate on financial capacity assessment of partner organizations of respective awards and provide financial capacity building training on financial donor compliance and at the time of follow up checking.
    • Ensure accurate partner expenses and disbursements are kept in the financial system in a timely manner.
    • Follow up in partner monitoring visit and share the monitoring checklist by follow up actions.
    • Verify monthly expenditure of the local partner and share all original documents with Khartoum office on monthly basis
    • Ensure local partner follow MA and donor financial rules for all project and operation activities
    • Share local partner expenses with Project Coordinator on monthly basis
    • Any other duty assigned

 
 Minimum Qualification, Skills and Experience Required:

  • University degree in finance and accounting or other relevant discipline.
  • At least 3 years experience in a Finance and Administration role with similar responsibilities.
  • Experience working with an international NGO will be highly preferred.
  • Fluency in English (both oral and written).
  • Strong computer skills and experience working with accounting software.
  • Experience liaising with a range of stakeholders regarding financial issues.
