 Background:

On behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ) and the European Union (EU), GIZ is implementing a project on Vocational Training and Food Security for Refugees and Host Communities in Eastern Sudan:

To support the project, GIZ Office in Gedarefis looking for a qualified person to fill the following position:

Finance Manager with a duty station in Gedaref and regular duty trips to the sub-office in Kassala and other destinations, if required.The Finance Manager is reporting to the Project Manager.



 
 Duties and responsibilities:

The Finance Manager will be responsible for:

 

  1. Responsibilities
  • Controlling and management of finances (budget planning and monitoring, costs - and expenditure monitoring, cash flow monitoring, co-financing regulations, fund requests, follow up commitments etc.);
  • Supervising and using of financial monitoring tools such as SAP, Winpaccs, Cost Control, Excel etc.;
  • Supervising, controlling and advising GIZ project staff in regard to administrative and financial procedures;
  • Imparting capacity building and training of admin/finance project personal;
  • Quality assurance and preparation of financial reporting to donors, AV or other stakeholders as per the respective requirements and regulations;
  • the development of project budget and calculations
  • financial planning
  • the overall financial monitoring  
  • the financial reporting to EU and BMZ
  • ensuring that financial regulations of GIZ and EU are complied with
  • interfacing with the HQ and the GIZ office
  • Facilitating Internal and External Audits
  • advising the officers responsible for commission

 

The Finance Manager performs the following tasks:

  1. Tasks
  1. Finance and accounting
  • accounting and financial management (planning, monitoring, reporting) for the two above mentioned projects
  • monitoring of all service packages (Leistungspakete)
  • budgeting planning and monitoring of budget
  • managing, updates, and monitors the monthly budget and financial plans
  • checking WinPaccs journals for AVs; compiling correction sheet
  • rebooking of EU and BMZ related expenditure
  • monitoring of obligos
  • settlement of co-financed project including adaption of OuR and EU rules and regulations,
  • preparing for the cash request regarding EU funding, preparing request for payments to EU

 

  1. Financial monitoring, reporting and controls
  • calculation for new co-financed projects, expenditure planning
  • calculation of modification offers, offers for follow-on phase, special funds
  • expenditure planning, Cost Control
  • supporting the project managers and senior project staff in planning the program’s cash budget
  • monitoring of commission value
  • familiarizes with specificities of EU procurement rules and regulations
  • preparation and follow-up of EU and GIZ audits
  • elaborating financial reports

 

  1. Other duties/additional tasks
  • monitoring of contracts
  • preparation of international grants, financing agreement and subsidies
  • interfacing with HQ and GIZ office
  • performs other duties and tasks at the request of the management

 
 Minimum Qualification, Skills and Experience Required:

Qualifications

  • University degree in relevant specialisation and qualification in business administration is desirable (equivalent of BA or MBA)Academic degree (BA, Master or MBA) in the area of business economics, business administration, public administration or equivalent

 

Professional experience

  • At least 5 years GIZ experience preferable in a project / programme / or GIZ Office in the area of finance.
  • At least 3 years GIZ EU Co-financing experience, experience in cost control is preferred
  • Proven in-depth understanding of financial planning and accounting  (BMZ /EU)
  • Experience in working within international teams
  • Very good working knowledge of ITC technologies and computer applications (e.g. MS Office, Cost Control, Winpaccs, SAP)
  • Fluent written and oral knowledge in English; Arabic and / or German are an asset

 

Other knowledge, additional competences

  • good working knowledge of ITC technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office)
  • very good knowledge English;German and Arabic is an asset
  • in-depth understanding of financial planning and accounting
  • Working experience in the GIZ is preferred
  • Working experience for EU co-financed projects is preferred
  • broad experience of financial planning, monitoring and reporting
  • willingness to upskill as required by the tasks to be performed –corresponding measures are agreed with management
