 Background:

ORGANIZATIONAL CONTEXT

The United Nations Industrial Development Organization (UNIDO) is a specialized agency of the United Nations. Its mandate is to promote and accelerate sustainable industrial development in developing countries and economies in transition, and is to work towards improving living conditions in the world's poorest countries by drawing on its combined global resources, international and national expertise. This consultancy is located in the Agro-Industries Technology Unit (PTC/AGR/AIT), which is part of the Agribusiness Development Branch (PTC/AGR). The Unit is responsible for technology aspects of agro-based industries in textile, leather; wood and agricultural tools for value added and job creation.

Emphasis is placed upon the design and implementation of programmes to serve sustainable development needs of the agri-businesses and related industries, including its environmental needs to be developed by governments, industries, private sector agencies, and NGOs targeting poor communities to become more resilient. The Unit provides technical support to enhance demand oriented vocational technical skills for employment creation and entrepreneurship for sustainable development.

 

PROJECT CONTEXT

Under the EU EUTF05–HoA–SD–11 Sudan 2016, EUR 15,000,000 million have been allocated for budgetary support to the Regional Development and Protection Programme (RDPP) in the Sudan for 2016-2019. The overall purpose of the Action is to contribute to the RDPP for supporting the Government of the Sudan (GoS): “To create an evidence-based, innovative and sustainable development and protection solution for refugees and host communities, hence providing development alternatives to irregular primary and secondary movement”. This project is part of the EU Regional Development and Protection Programme (RDPP) in the Horn of Africa, which has been set up to address some of the protection and development challenges related to forced and protracted displacement. Within this context, the United Nations Industrial Development Organization (UNIDO) will be responsible for the complementary project component item (2) entitled: “Employment and Entrepreneurship Development for Migrant Youth, Refugees, Asylum Seekers and Host Communities (EEDK-RDPP), Khartoum State, Sudan”. The specific project objective is: “To enhance employment opportunities and stimulate entrepreneurship for unemployed youth including migrants, refugees, asylum seekers and host communities in Khartoum State”. This project is being executed by UNIDO and implemented in partnership with the four vocational training and entrepreneurship employment centres (VTECs) in Khartoum State, in collaboration with the GoS and other stakeholders. Expected results of the project are as follows:

  • Strengthening of the VTECs capacities and its Human Resource Development (HRD)functions, as well as strengthening the VTECs, SCVTA,NCTTE for training and educating qualified, resilient, gender sensitive skilled and employable youth, men and women in Khartoum State, including registered migrants, urban refugees and asylum seekers, host communities; and
  • Increasing access to educational and vocational training services for at least 2,500 direct beneficiaries trained in marketable skills in close partnership with the private sector-for employment seeking young migrants to be combined with institutional entrepreneurship and career guidance for productive livelihoods, and ultimately contributing to the creation of sustainable sources of livelihoods and development, poverty reduction and demand-driven vocational technical training and professional skills relevant to the needs of the Sudanese industrial sector in general and to the achievement of SDG# 1,SDG #4, SDG 5, and SDG # 9 in particular.

 



 
 Duties and responsibilities:

Under the direct supervision of the Chief Technical Advisor (CTA) and general supervision of the National Project Coordinator, the project driver will carry out the following duties to support the project activities, following the policy, rules, regulations and procedures of UNIDO as well as security guidelines of the UN security policies. He/she is expected to accomplish the following duties:

  • Drives only the officially assigned vehicle for supporting the project activities;
  • Drives UNIDO personnel and visiting missions whom the supervisor has explicitly authorized, in order to carry out their official duties in a safe and reliable manner;
  • Makes delivery and pick up services to support project logistics;
  • Keeps the record of all the movements of the assigned vehicle in an official log book, including the date, time, origin and destination of each travel, the name of passengers and distance;
  • Respects traffic regulations and the rules of the United Nations on driving in Sudan and always updates the knowledge on legal and administrative requirements;
  • Takes the steps required by the UN and local rules and regulations in case of any of involvement in accidents;
  • Maintains the assigned vehicle always in the best operational condition by regular and ad-hoc maintenance including oil changes, greasing and other services and timely annual vehicle inspection, cleaning and minor repairs, maintains legal requirements updated and reports any problem, doubt or problems and repair requirements to the supervisor well in advance of any travel;
  • Searches and identifies the lowest costs and most reliable sources of high quality spare parts and service shops in order to facilitate the purchasing of the parts and services;
  • Ensures the security and guard of the project vehicle at all times;
  • Performs any other tasks requested by the supervisor within the UNIDO rules and procedures.

 
 Minimum Qualification, Skills and Experience Required:

MINIMUM ORGANIZATIONAL REQUIREMENTS

 

Education: Has completed at least secondary level of education.

Technical and Functional Experience:

  • At least five years of practical experience in driving four-wheel pick-up vehicle, preferably part of the experiences are acquired in the UN System or an international organization;
  • Practical knowledge of car mechanics to be able to do small repairs;
  • Familiar with the operation of HF and VHF radio communication facilities and terminologies;
  • Valid driver’s license;
  • No criminal record;


Languages: Fluency in written and spoken English and Arabic is required.
