ORGANIZATIONAL CONTEXT

The United Nations Industrial Development Organization (UNIDO) is a specialized agency of the United Nations. Its mandate is to promote and accelerate sustainable industrial development in developing countries and economies in transition, and is to work towards improving living conditions in the world's poorest countries by drawing on its combined global resources, international and national expertise. This consultancy is technically covered by the Agro-Industries Technology Unit (PTC/AGR/AIT), which is part of the Agribusiness Development Branch (PTC/AGR). The Unit is responsible for technology aspects of agro-based industries in textile, leather; wood and agricultural tools for value added and job creation.

Emphasis is placed on the design and implementation of programmes to serve sustainable development needs of the agri-businesses and related industries, including its environmental needs to be developed by governments, industries, private sector agencies and NGOs targeting poor communities to become more productive and resilient. The Unit provides technical assistance to enhance demand oriented vocational technical skills for employment creation and entrepreneurship for sustainable development.

PROJECTS CONTEXT

The United Nations Industrial Development Organization is implementing a project on “Employment and Entrepreneurship Development for Migrant Youth, Refugees, Asylum Seekers and Host Communities (EEDK-RDDP)”in Khartoum State of Sudan. The specific objective of the project is to enhance employment opportunities and stimulate entrepreneurship for unemployed youth including migrants, refugees, asylum seekers and host communities in the Khartoum State. This project is being executed by UNIDO and implemented in partnership with the four existing vocational training and entrepreneurship employment centres (VTECs) in Khartoum State, in collaboration with the GoS, the private sector and other stakeholders as part of the European Union funded Regional Development and Protection Programme (RDPP) in the Horn of Africa which has been set up to address some of the protection and development challenges related to forced and protracted displacement funded by the. The overall purpose of the UNIDO action under RDPP is to support the Government of the Sudan (GoS) to create an evidence-based, innovative and sustainable development and protection solution for refugees and host communities, hence providing development alternatives to irregular primary and secondary movement.

Under the overall direction of UNIDO Project Manager at HQ, and under the direct supervision of the Chief Technical Advisor, the Business and Enterprise Development Officerwill be responsible to facilitate establishment of new start-ups and their capacity development in terms of entrepreneurship and business management skills, coaching and access to financial services such as linking to banks and micro finance institutions for loans and credit facilities. He/she will be also responsible for contributing to the development of appropriate policies and guidelines for the delivery of the micro financial services to the project target beneficiaries. He/she is expected to accomplish the following duties and tasks:

• Coordinate with MFIs, banks, UNHCR, IOM and other project stakeholder to facilitate delivery of startup capital to the target beneficiaries
• Plan and conduct training of project beneficiaries on business development and management, marketing, book keeping and entrepreneurship skills.
• Facilitate linking of the project beneficiaries to the MFIs, banks and service providers for accessing of loans and grants.
• Facilitate setting up of new startups and obtaining work permits and other documents to the project beneficiaries.
• Plan and conduct capacity building of small industries and craft union members, MFIs and other stakeholders to improve their service delivery and efficiency.
• Plan and conduct meetings and workshops with the stakeholders, awareness campaign and job fairs for the project stakeholders and beneficiaries.
• Submit detailed monthly project implementation plans and progress reports;
• Undertake any duties as required by the project

MINIMUM ORGANIZATIONAL REQUIREMENTS

Education: University degree in Economics, Business Management, Technical Education/Engineering or any other related and relevant subject with at least three year professional experience.

Technical and Functional Experience: A minimum of three yearsof related experience on enterprise development and business management. Professional experience with the UN system, donor community and/or consultancy companies is considered an asset. Experience in training and facilitation. Strong organizational and good communication and social skills. Good writing and reporting skills.

Languages: Fluency inwritten and spoken English and Arabic is required.
