Credit Specialist
Enable Youth Program

 Background:

The African Development Bank (AfDB’s) ENABLE Youth initiative is a comprehensive program that builds entrepreneurship in agribusiness via skill acquisition and creates an enabling environment in which young men and women become owners of profitable agribusinesses. The government of Sudan was among the first countries in the continent to express keen interest in participating in the ENABLE Youth Program and requested for the support  of AfDB. In response, the Bank has recently approved a grant for the Republic of Sudan to implement the ENABLE Youth Sudan. The objective of the Program is to create business opportunities and decent employment for young women and men along priority agricultural value chains.

SCOPE OF ENABLE YOUTH PROGRAM SUDAN:

The proposed ENABLE Youth Sudan will contribute to fostering and accelerating the revival of Sudan’s agriculture sector, thereby helping to increase agricultural incomes, create wealth and jobs and reduce poverty. The concept of agribusiness  incubations for youth is not new in Sudan and the program builds upon earlier efforts to develop and expand business incubation in the country. The Program will contribute toward this objective by identifying innovative potential-oriented entrepreneurs who are willing to pursue business opportunities in agribusiness . In the process of doing so, the Program will engage all stakeholders along the value chain, thus strengthening the innovation and entrepreneurship ecosystem affecting the start-up and growth of innovative agribusiness  enterprises. The proposed ENABLE Youth in Sudan will strive to have a demonstration or catalytic effect, encouraging a new generation of entrepreneurs to enter, grow, and advance the agribusiness sector.

It is against this backdrop that the ENABLE Youth Program Sudan is intending to recruit A Credit Specialist.

 

The Credit Specialist will be based in Khartoum in the Ministry of Agriculture and Forests (MoAF) and will report directly to the National Program Coordinator.

Post:    Credit specialist (Credit Focal point with NPCU)

The specialist will be based in Khartoum in the ENABLE youth Sudan program National Coordination office  Ministry of Agriculture and Forests (MoAF) with frequent travel to targeted states and will report directly to the National Program Coordinator; major areas:

Risk sharing and Finance Mechanism (RSFM) establishment and management, Portfolio management, capacity building, facilitate access to finance, and coordination with all relevant stakeholders.

 



 
 Duties and responsibilities:

Under the direct supervision of the program coordinator the credit specialist will act as a credit focal point within the NPCU who will liaise with fund management, financial institutions, insurance companies and ensure that the following tasks were implemented:

  • Advocate and lobby for the implementation of the RSFM study recommendations.
  • Ensure the fulfilment of the conditions required to transfer of the RSFM seed money
  • Represent the program in the Technical National Team for the RSFM management and ensure outputs of their meetings, proper documented and recommendations implemented.
  • Ensure that agreements with participating financial institutions and fund management are signed and adhered to.
  • Ensure that Participating financial institutions established the agreed upon portfolios with due consideration to all targeted states.
  • In close coordination with fund management supervise and monitor the performance of the portfolio at each PFI and ensure that youth applications are timely financed.
  • In close coordination with fund management ensure the design and functionality of a loan tracking system for effective management of the established portfolio and timely reporting.
  • Contribute to the development of the AWPB annual work plan and budget and ensure effective implementation of activities to achieve set objectives.
  • In liaison with relevant institutions, provide the required technical support to the youth to develop bankable business plans based on selected enterprises along the selected value chains, which are feasible and responsive to market needs.
  • Provide the technical backstopping and guidance to PFIs officers to develop, implement and monitor their annual work plan and budget that facilitates youth access to finance and effective establishment of their business along the value chain.
  • Support the YABIC management teams to organize group formation (legal entity) among the youth that will ensure access to finance, collective marketing, contractual farming, insurance and export and import incentives provided under the laws of these organizations (cooperative, productive groups etc.) .
  • Ensure that a capacity need assessment is carried out to identify required the training, technical assistance for the different target groups.
  • Ensure that the required training needs for different target groups, agripreneurs, NPCU, central  bank of Sudan, financial institutions etc., are met.
  • Facilitate youth access to finance via the RSFM of the program, banks and other types of financial institutions;
  • Identify additional technical assistance needs among the trained youths and coordinate their capacity building in collaboration with respective officer.
  • In collaboration with M&E officer, support the NPCU in ensuring that the project’s achievements, key lessons and best practices are effectively monitored and evaluated, documented and communicated to stakeholders.
  • Prepare regular project progress reports, quarterly, annually, at hoc when needed that reflect evidence based results.

 
 Minimum Qualification, Skills and Experience Required:

The credit specialist will have the following main profile:

  • B. Sc. In Finance, Accounting or Business Administration with at least MBA, M.Sc. in financing, Accounting, Business Administration, Banking, Economics, Agricultural Economics or any related field from a highly recognized university.
  • Has at least 10 years of experience in Credit/Finance management preferably with international funded program experience.
  • Excellent experience in portfolio management with achievements of high repayment rate and low portfolio at risk.
  • Good understanding of agribusiness and development of business plans.
  • Demonstrated experience with training of trainers on credit.
  • A high degree of personal organization and ability to handle multi-task and work under pressure.
  • Excellent data analytical skills and interpretation. He/she must have ability to write clearly and concisely, and have sound quantitative skills;
  • Strong communication and facilitation skills and ability to establish good working relationships with colleagues and stakeholders in a sensitive environment. He/she must be able to respond quickly to requests for information.
  • He/she must demonstrate strong interpersonal and motivational skills as well as the ability to work  with minimal supervision;
  • Strong computer skills including (standard Microsoft Office applications and statistical programs such as SPSS, STATA SAS);
  • Very strong planning, system development and organizational skills including results based management.
  • Capacity to communicate- effectively in English (written and oral).
