Technical Advisor for Better Migration Management Programme

The GIZ Office in Khartoum is looking for a qualified person to fill the following position:

The Better Migration Management (BMM) programme is a cooperation between the European Commission and the German Federal Ministry for Economic Cooperation and Development (BMZ). It is financed by the European Union Emergency Trust Fund (EUTF) for Africa (Horn of Africa Window). The programme is implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH in partnership with six other European and International agencies and based on a comprehensive and holistic approach towards migration management.

The overall objective is to improve migration management in the region, and in particular to address the trafficking in Humans (ToH) and the Smuggling of Migrants (SoM) within and from the Horn of Africa.

 Duties and responsibilities:

Under the direct supervision of the BMM Regional Coordinator (RC), the technical advisor is responsible for:

  • Implementation of activities related to improved cross-border labour migration management   
  • Management of BMM-Sudan partnership with relevant local government and institutions in Gedaref state (University of Gedaref)  
  • Monitoring and evaluation of BMM’s activities in the field of labor migration


The professional advisor performs the following tasks:

Implementation of activities related to improved cross-border labour migration management  


Under the supervision of BMM RC, the technical advisor:

  • Leads implementation of direct activities, including trainings, workshops, capacity development measures, advocacy and direct assistance regarding seasonal labor migration management at state level.
  • Supports local government, universities and other development partners in the development of specific strategies and activities for the implementation of the Cross-Border Action Plan on improved seasonal labor migration.
  • Liaises with GIZ BMM’s teams in Ethiopia, ensuring harmonization of strategies, approaches and activities and synthesizes and regularly shares relevant developments, cross-border experiences and best practices that can be relevant to BMM Sudan and BMM Ethiopia.
  • Helps to ensure coherence between different BMM Sudan’s activities relevant to seasonal labor migration in Gedaref state in close coordination with BMM IPs.
  • Participates, on behalf of the RC, in relevant state-level and national fora and representing BMM Sudan wherever necessary.
  • Engages with other national and international institutions and initiatives in order to promote a common approach towards establishing a coherent and suitable seasonal labour migrant management system.


Management of BMM-Sudan partnership with local government, partners and other relevant stakeholders in Gedaref state


  • Identifies, advises BMM RC on the establishment of potential partnership and/or strategic alliances with local institutions and development partners.
  • In coordination with the RC, manages and advances existing partnerships with relevant local institutions such as ministries, universities, research and study centers, CSOs/NGOs and any other relevant organizations.
  • Coordinates and supervises the implementation of BMM’s activities involving local partner organizations with regards to seasonal labour migration.
  • On behalf of the RC, liaises with relevant local institutions on behalf of BMM.
  • Drafts ToRs for special assignments to GIZ’s local partners and MoUs defining the terms of cooperation between GIZ and those partners.
  • Acts as focal point in Gedaref for networking with BMM local partner organizations for BMM Ethiopia teams and other stakeholders as relevant.
  • Prepares regular briefings and reports for RC on local partner’ activities, contextual changes and opportunities for engagement in order to inform strategic engagement at national and regional level.  


Monitoring and evaluation of BMM’s activities in the field of labour migration

In the framework of the Annual Work Plan and Cross-Border Action Plan, the technical advisor:

  • Prepares and maintains a stakeholder mapping and contact database for relevant stakeholders for seasonal labour migration management in Gedaref, as well as relevant cross-border contacts in Ethiopia in coordination with the BMM Ethiopia team.
  • Develops and maintains Cross-Border Action Plan monitoring tool(s) to support Gedaref state level focal points in monitoring the implementation of the Cross-Border Action plan. 
  • Contributes as necessary to programme evaluation activities.


Other tasks

The advisor:

  • Provides translation services to BMM Sudan-Eritrea programme whenever required
  • Ensures knowledge and information transfer to GIZ
  • Supports planning and organization of events and trainings
  • Prepares appropriate inputs for BMM reports including annual reports, and contributes to the other reports required by BMM Coordinator and GIZ Head Office
  • Provides input to BMM Sudan-Eritrea evaluation and planning activities
  • Assists with research activities and studies
  • Performs such other duties as assigned

 Minimum Qualification, Skills and Experience Required:

  • Advanced degree in law, social work, migration studies, international development or other relevant subjects;
  • Minimum 5 years working experience with international organizations, previous working experience with GIZ, IOM, ILO, UNDP, UNHCR, IGAD or Italian Cooperation an asset;  
  • Expert knowledge of migration-related topics, including international protection for migrants and refugees, labour law/policy, refugee law/policy, rural development, (public) health in Sudan and in the greater Horn of Africa region;
  • Previous experience working in Gedaref state with government and civil society partners;
  • Fluency in Arabic and English (written and spoken), Amharic skills are an asset;
  • Ability to work independently, without close supervision;
  • Excellent communication and interpersonal skills;
  • Experience working in a multi-cultural team;
  • Willingness to be based in Gedaref, with frequent travel inside the state and to Khartoum.
