 Background:

The Project Officer is working under the supervision of Program Coordinator and will assist in the implementation of the DRC activities. S/he will be responsible for ensuring the quality and timely implementation of DRC projects following Community Driven Recovery and Safety approach (CDRS) in compliance with DRC standard and budgets.

The Project Officer will be based in Gasilla with frequent travel to supervise the Project assistant to carry on the field activities in Wadi Saleh, Mukjar and Bindisi. S/he will make sure in close consultation with the Program Coordinator, Programme Specialist, and Area Manager the monitoring and tracking project progress in the targeted areas and provide regular updates.



 
 Duties and responsibilities:

Implementation and Planning

  • Ensure quality, timely implementation of project activities in the areas allocated /designated by the Supervisors- subject to change at any time depending on project needs
  • Ensure activities are implemented within the budget limits and in line with good Budget management and accountability procedures
  • Ensure implementation is done in compliance with DRC quality procedures
  • Work with beneficiaries/ community structures/ local authorities/NGOs/CBOs to ensure effective implementation of DRC projects and activities;
  • During implementation of activities, ensure identification of problems that may affect programme implementation and that such problems are dealt with pragmatically and constructively
  • Ensure all stakeholders understand the CDRS approach and is followed in all targeted areas
  • Ensure that implementation of activities Do-No-Harm to persons of concern/ beneficiaries at the point of delivery;
  • Raise problems and provide solutions
  • Along with logistic officers and supervisor, coordinate timely procurement of project materials
  • Represent the project coordination meetings with stakeholders such as local communities, local government officials, UN and donors
  • Organize and manage workshops, trainings and meetings that are hosted as part of the project with relevant partners—beneficiary households, line ministries and CBOs
  • Lead community mobilization efforts
  • Organize meetings for project information sharing.
  • Prepare relevant manuals/tool kits that can be used by the community

Communication/Reporting

  • Contribute to the monthly report and quarterly reporting processes
  • Contribute to project planning, development of proposals and lessons learned processes
  • Using local knowledge and other relevant information, contribute to the identification of beneficiary needs
  • Liaise with all community leaders (including Project Management Committee) and government line ministries for better cooperation and smooth work relationship;

Monitoring and Evaluation

  • Undertake such assessment as will be defined in the work plans in order to monitor and evaluate programme
  • Identify, document and disseminate relevant project success, challenges and follow up on implementation of project’s action points
  • In collaboration with community representatives, undertake detailed situational analysis and propose appropriate project implementation approaches
  • Supervise and undertake participatory needs/vulnerability and capacity assessments of affected communities
  • Participate in project evaluations and assist in the analysis of results

Supervision/training

  • Support/supervise subordinate staff in the development and implementation of activity plans which will support the achievement of sector/office plans;

Coaching, planning,

  • Provide supervision, guidance and monitoring for project staff, ensuring clarity over project plans and priorities and encouraging effective team work
  • Represent DRC with good faith and by demonstrating humanitarian code of conduct

EXTERNAL RELATIONSHIP

  • Have positive local working relationships with local communities, locality government officials, UN and where appropriate, donor representatives.
  • Work independently and with other agencies to build local community acceptance of DRC and other humanitarian agencies.

Additional tasks

  • On request perform any other additional duties assigned by the supervisors in order to allow the organization to function optimally.

 Minimum Qualification, Skills and Experience Required:

  • Experience and technical competencies: (include years of experience)
  • Significant experience in planning, monitoring and provision of technical support and training
  • Very good English language skills, both written and spoken;
  • Excellent computer skills and competence with Microsoft Office environment;
  • Very good conceptual, presentation and communication skills
  • Experience working in Darfur or similar context
  • Excellent team working skills
  • Willingness to travel in the project areas as required;
  • Must be a Sudanese National
  • Immediate availability.
  • Preferably, at least 2 years specific Project management/implementation experience;
  • Commitment  to  and  understanding  of  Danish Refugee Council  vision, mission and values  including rights-based approaches
