Project Officer - Case Management

 Background:

This position aims to be responsible for ensuring efficient and effective implementation of the Case Management. S/he will need to co-ordinate with partners’ organization, UN agencies and duty bearers and at large with the displacement affected communities to ensure rapid, proportionate and effective responses.S/he will need to ensure responses to immediate child care issues with simultaneous consideration of longer term needs.Depending on the situation the Project Officer - case management may need to take a very active role in technical co-ordination with Clusters and other stakeholders and technical agencies relevant to the case management working in Um Dukhun. It is obligatory of the position holder to uphold and adhere DRC’s Code of conduct and humanitarian principles working with displacement affected communities.



 
 Duties and responsibilities:

  • Support on and keep up-to-date a map of existing services to which children and families can be referred to. Link case workers with service providers and support effective collaboration,
  • Supervise and coach case workers on the identification, assessment, documentation, referral (to relevant services) and follow-up of at-risk children and individuals.
  • Supervise and support the case workers to conduct home visits if necessary
  • Organize weekly case management meetings with all case workers
  • Ensure that case workers respect confidentiality, the principle of do no harm and follow strictly DRC’s code of conduct.
  • Ensure that files, registers and computer databases are used in an appropriate and correct manner and ensure case workers adhere to proper documentation and data protection protocols
  • Support the implementation of the Inter-Agency Case Management Information Management System
  • follow up of cases, and ensure all cases are managed within acceptable timelines
  • Work in close collaboration with the community mobilizers to strengthen DRC relationship with the community and strengthen the referral system.
  • Ensure internal referral mechanisms (with other sectors) are in place and cases are appropriately managed and followed up when referred.
  • Support the Case Management Manager in the ongoing capacity building of case workers
  • Submit regular case management reports and ensure that information is kept up to date
  • Coordinate with other agencies offering case management services to refugees/migrants on referral and transfer of cases
  • Ensure constant and transparent communication and collaboration with relevant stakeholders, including community members, community leaders and families.
  • Document best practice, case studies, challenges and share it with Case Management Manager
  • Ensure that major challenges are flagged early, and addressed in an appropriate way;
  • Facilitate, collect and report information regarding overall situation of case management risks in DRC operational areas
  • Support the preparation of all procurement and administrative documents required for case management implementation.

Communication/Reporting

  • Coordinate and contribute to the timely production and submission of all required reports;
  • Submit weekly work plans to the case management Manager and Migration/Technical Leads.
  • Maintain good, professional and productive relationships with government and other stakeholders.

Monitoring and Evaluation

  • Coordinate with the M&E department to undertake case management related assessments as and when required;
  • Identify, document and disseminate relevant project successes, challenges and follow up on implementation of project’s action points;
  • In collaboration with community representatives, undertake detailed situational analysis and ensure they are used as evidence on which to base new project initiatives;
  • Participate in project evaluations and assist in the analysis of results and ensure recommendations are reflected in projects and new proposal initiatives;
  • Ensure that M&E processes are integrated into project implementation work plans.

 

Supervision/training

  • Coach, and mentor case workers and local partners staff
  • Develop annual objectives for case workers and set specific time for performance review.
  • Represent DRC by demonstrating adherence to the DRC Code of Conduct at all times
  • Any other related tasks as assigned by Supervisors.

 
 Minimum Qualification, Skills and Experience Required:

  • Bachelor degree in social work, Public health, social sciences or other relevant field.
  • Good understanding of social welfare systems and case management mechanism
  • Extensive work experience of working directly with children and adolescents
  • Minimum of 2 years’ relevant work experienceof case management, community mobilization and trainings
  • Experience in community mobilization and conducting outreach activities
  • Strong interpersonal skills, ethically sensitivity and ability to empathise with children and their carers
  • Strong self-starter, able to take initiative and adapt to changing circumstances and priorities
  • Able to work to tight deadlines under pressure
  • Fluent written and spoken English and Arabic
  • Commitment to upholding DRC’s Safeguarding Policy, as well as principles of do no harm and confidentiality.

Desirable

  • Experience in project management and supervision of staff
  • Experience in designing and facilitating training sessions
  • Knowledge and understanding of inter-agency standards and guidelines, including the Minimum Standards for case management in Humanitarian Action
