People & Culture Team Leader

 Background:

Provide strategic leadership to WV Sudan in the area of people management & organizational development in order to optimize organizational performance, fulfill World Vision mission, vision, core values and contribute to the measurable improvement of the well-being of vulnerable children and communities in Sudan.



 
 Duties and responsibilities:

Strategic Leadership

  • Partner with the NO leadership team to develop review and spearhead the implementation a people & culture strategy that supports national office priorities and is aligned to regional and global strategic framework.
  • Spearhead the monitoring and reporting of people & culture metrics related to talent acquisition, retention, performance management, employee engagement and organizational leadership.
  • Play a major and influential role in organizational re-design, change management, promoting accountability, learning and innovation within the organization
  • Provide advisory services to the leadership and senior management team in the areas of P&C  leadership and organizational development to create an enabling environment and optimize organizational performance

Performance Management and Talent Management/ Succession Planning

  • Build and strengthen organizational capacity by providing appropriate intervention that develops a disciplined and high performance culture.
  • Guide managers on their roles in the end-to-end performance management process (goal setting, coaching, feedback, performance monitoring/appraisal) and provide appropriate support to employees and managers in addressing unsatisfactory performance.
  • Spearhead the roll out and design of talent management programs and succession planning tools to support career development, leadership development, succession planning and retention of high potential managers and leaders.
  • Design and spearhead capacity development for Sudan staff making sure individual staff will have equal opportunities to achieve their highest potential.

Policy Development

  • Provide technical guidance in the review, contextualization and roll-out of Global & Regional People & Culture policies.
  •  Design and implement benefits policies for staff.
  • Promote a work environment that demonstrates fairness, openness and equity.

Organizational and Staff well-being

  • Promote a culture of employee engagement and organizational well-being by rolling out annual staff and organizational well-being surveys
  • Partner with leadership and management teams to develop annual organizational action plans
  • Design and implement occupational health and safety solutions that address current needs.
  • Develop awareness, systems and protocols to handle crisis considering appropriate levels of authority in the organization, and promote staff occupational stress management program to ensure appropriate staff care and support
  • Spearhead annual salary & benefit benchmark reviews for national staff in Sudan to ensure a competitive market position.
  • Coordinate all job evaluation process using Hay methodology.

Talent Acquisition

  • Spearhead the acquisition and prepositioning of a diverse and talented workforce by ensuring transparent, objective recruitment & selection processes. 
  • Ensure monitoring and reporting systems for national & International hires are effectively managed
  • Establish proactive linkages and networks (i.e inter-agency groups, social media and talent pools) for potential sourcing strategies before recruitment occurs.
  • Ensure all new staff take part in the Partnership minimum standard orientation (local and WVI) and maintain monitoring data.
  • Design, implement and monitor the NO workforce plan. 

Team Leadership

  • Lead the People & Culture team in developing long and short-term business plans.
  • Promote a customer centric culture, ensure professionalism and accountability in delivering services to staff and leaders
  • Coach and mentor the People & Culture team and support their growth and development.
  • Conduct monthly P&C staff meetings to ensure issues are raised and addressed and to encourage reflection on P&C procedures progress and learning for improvement.
  • Develop good relationships with relevant stakeholders (HAC, Social Security Department and Labor Department).
  • Ensure that personal databases are up to date and correct, particularly the leave record, Our People and LDR.
  • Manage and review monthly Payroll Memos submitted by P&C team and coordinate the process of salary payment.

Employee Relations and Risk management

  • Provide leadership in educating staff on employee relations and investigations protocol and ensure cases are managed confidentially and promptly
  • Oversee grievance management, corrective and disciplinary actions in line with organizational policies
  • Ensure people management risks are identified and the organization regularly reviews and implements adequate risk mitigation measures
  • Liaise with respective lawyers in Sudan regarding potential litigation to ensure employer is protected.

 Minimum Qualification, Skills and Experience Required:

The following may be acquired through a combination of formal or self-education, prior experience or on-the-job training:

Educational level required:

  • Bachelor ‘s degree in Human Resources related field
  • At least 5-10 years human resource management experience, which 3 have been providing leadership at a strategic level to a HR and Country Team.
  • Field experience in developing country, 
  • Direct experience in coaching and mentoring staff, 
  • Strong organizational and management skills, 
  • Excellent  English communication skills (oral and written),
  • Cross-cultural sensitivity, flexible worldview, emotional maturity
  • Ability to work in and contribute to team building environment, 
  • Ability to exhibit exemplary lifestyle as interpreted in specific local cultural context, 
  • Qualified Sudanese women will have an added advantage

 


Other Competencies

  • Excellent Strategic thinking and understanding of humanitarian operations
  • A proven record of managing people in a diverse cross-cultural and initiating and implementing organizational change in restricted and fragile contexts
  • Must have a proven track record of integrity and the ability to apply HR principles in a fair and consistent manner
  • Must be familiar with INGO international staffing policies and have a knowledge of Sudan labor law.
  • Demonstrates well-developed interpersonal skills, excellent communication skills, both verbal and written
  • Highly flexible and agile in style with the ability to produce creative and pragmatic solutions to complex Human Resources problems
  • Proven conceptual & analytical skills.
  • Proven leadership training & facilitation skills
  • Display considerable initiative and independence, with the ability to take lead and shoulder considerable responsibility
  • Must adhere to or be trained in hostile environment security standards
  • Emotional maturity, personal resilience and calmness in the face of an ever evolving context

Working Environment / Conditions:

  • Work environment:  Office-based with some travels to Sudan
  • Travel: 5% international travel is required.
  • On call: 24/7
  • Ability to work under pressure and in stressful environment.
