Duties and responsibilities:
Accountability:

Standard and ad-hoc reports are produced providing information on ongoing operations and CBI activities.

Cash-Based Interventions (CBIs) are consistently considered as a response option implemented according to UNHCR guidelines and good practice established, with the overall objective of contributing to the well-being of beneficiaries.
-
UNHCR CBI Unit enhances institutional preparedness ensuring compliance with SOPs, technical infrastructure, and solid internal capacity for implementation (Khartoum and field offices)
-
Establishment of close links with the relevant stakeholders, Ministries, local authorities, governmental entities, partners, for both beneficiaries identification and extension of financial support
Responsibility:

Support the CBI Officer in coordination
-
Attend and represent (when required) UNHCR at relevant interagency fora, including Cash Working Groups, and other required coordination meetings
-
Promote and facilitate knowledge exchange among partners working on CBIs within the refugee response coordination model
-
Facilitate linkages with development actors and existing Government led social safety nets
-
Enhance partnerships with private sector entities and humanitarian actors to support the delivery of CBIs
-
Support the CBI Officer in further enhancing the capacity within UNHCR and partner agencies to institutionalise CBIs
-
Enhance institutionalized preparedness by ensuring solid set-up of technical infrastructure and identifying innovative opportunities for establishing this infrastructure including but not limited to: SOPs, framework agreements, monitoring tools, UNHCR CBI softwares which are Cash Assist and Global Distribution Tool (GDT).

Closely work with the Multi-Functional Teams (MFT) within UNHCR Khartoum and field offices and provide training and capacity building to staff across functions and operational units within the protection and shelter/NFI, Education, WASH, Livelihood and Environment sectors.

Enhance capacity building for partner staff and Refugee Counselling Services of COR within the Government.

Support the CBI Officer in Quality Assurance
• Ensure maintenance and review of UNHCR’s CBI SOPs for Direct Implementation and outlined procedures for indirect implementation and related supporting tools and documentation.
• Ensure accurate roll out of UNHCR’s CBI SOPs to UNHCR field teams and partners and lead multi-departmental efforts to support teams to consistently meet these standards.
• Develop and implement quality assurance processes to monitor and track adherence to SOPs to address issues and support needs, as required.

Ensure compliance through accurate and consistent roll – out and follow up on process and outcome monitoring procedures for quality assurance

Analyse, consolidate and address Post Distribution Monitoring (PDM) outcomes accordingly.
• Lead knowledge management efforts to use quality assurance process information to inform adaptations to global CBI guidance and support.

Support the CBI Officer in guiding the systematic and expanded use of CBIs across sectors and functional units
-
Work very closely with the sector experts in WASH, Shelter and NFI, Education, Livelihood and Environment and explore possibilities to convert all or part of the in-kind assistance in to Cash-Based intervention as well as introduce new initiatives

Continue conducting regular review of the urban cash programme with the Government (RCS) and provide strategic and technical guidance for further improvement.

Provide close and continuous technical guidance, mentorship, and support for RCS in transitioning to ATM prepaid card mechanism
-
Plan, conduct, analyse and consolidate feasibility studies conducted nationwide for roll-out and expanding cash-based interventions across sectors and programmes
-
Ensure continuation of monetising voluntary repatriation package for Chadian and Sudanese returnees;
-
Support the introduction of pilot Cash-Based interventions nationwide for most vulnerable households as part of capacity building for livelihood and self-reliance of refugees in the camps;
Authority :

Represent UNHCR at the cash-assistance related meetings.
-
Provide technical support on overall implementation and reporting on CBIs.
-
Liaise with internal stakeholders and partners.
-
Direct incidents and problems to the supervisor when they cannot be resolved at their level.

Minimum Qualification, Skills and Experience Required:
ESSENTIAL MINIMUM QUALIFICATIONS AND PROFESSIONAL EXPERIENCE REQUIRED:

A university degree in International Development, Social Sciences, and Business Administration or in any other related discipline.

A minimum of 4 years of relevant professional experience, including at least 2 years directly related to cash-based interventions.
-
Proven knowledge and technical skills in setting up, designing, implementing and monitoring of CBIs from a multi-sectorial perspective.
-
Previous work experience with the United Nations is an added advantage as is previous work experience in refugee contexts.

Excellent knowledge of English; Arabic (written and spoken) required
-
Previous work experience in protection or community services is highly desired.
