 Background:

The GIZ Office Khartoum has been re-established in March 2018. GIZ Offices are the central element of GIZ’s field structure. The GIZ Office provides human resources and commercial support services for projects in their areas. Furthermore, the GIZ Offices perform internal audits of the project administrations in the public-benefit sector.



 
 Duties and responsibilities:

Responsibilities

The finance professional provides support in

  • dealing with all questions arising in this area
  • identifying relevant problems and issues and assisting in formulating implementation-oriented solutions
  • further developing instruments and assisting in introducing innovation and change
  • managing knowledge by disseminating and documenting know-how, experience and information
  • liaison person for banking matters

Tasks

The finance professional performs the following tasks:

 

  1. Managing WINPACCS bank book and cash book

The finance professional

  • is responsible for bank and cashpayments based on the vouchers collected daily
  • Collecting, completing and filing vouchers in accordance with GIZ requirements
  • cash and bank account reconciliation
  • reports any surplus or shortfall

 

  1. Financial services

The finance professional

  • monitors income, expenditure and the monthly bank reconciliation
  • manages cash forecast and monitoring
  • FIMO monitoring
  1. Internal control

The finance professional

  • checks the vouchers and receipts submitted by the projects/programmes for completeness and allocation to cost units and categories, and corrects these where necessary; including Financing Agreements and Local Subsidies
  • advises on financial aspects of projects
  • carries out internal controls in accordance with GIZ’s internal controlling manual
  1. General services / Financial Services

The finance professional

  • maintains bank count files 
  • bills/processes overtime applications from office and project/programme staff
  • makes monthly payments and foreign currency transactions and optimises these
  • deals as contact person with bank matters
  • prepares the required cash request forecast for a specific time period
  • prepares transfers and/ or other bank documents and checks these before execution
  • is responsible for administrative aspects of financial management, e.g. bank withdrawals, direct debit orders

 

  1. Other duties/additional tasks

The finance professional

  • performs other duties and tasks at the request of management
  • is responsible for filing administration documents and treating information confidentially
  • photocopies and scans documents as needed
  • reports without delay to the line manager on all problems in financial administration and compliance with rules
  • reports all problems with financial administration and compliance without delay

 


 
 Minimum Qualification, Skills and Experience Required:

Qualifications

  • BA in accounting and auditing or similar area

Professional experience

  • at least 5 years’ professional experience in a comparable position

Other knowledge, additional competences

  • in-depth knowledge of accounting software
  • good working knowledge of ITC technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office)
  • confidential handling of data and information
  • very good knowledge of Arabic and English, ideally a knowledge of German
  • willingness to upskill as required by the tasks to be performed –corresponding measures are agreed with management
