UN Environment has secured DFID funding for the Adapt for Environment and Climate Resilience in Sudan (ADAPT!) project in order to achieve increased understanding and integration of climate resilience, environmental management and governance in programmme delivery, plans and policy in Sudan. This 4-year project will be operating at state and federal levels and will be principally managed from the UN Environment Khartoum office. The project has three main outcomes:

  1. Catalytic: Environmental management, governance and climate resilience best practices integrated into humanitarian and development programme delivery. UN Agencies, partners and government counterparts will benefit from screening of programmes for environmental impact, technical assistance for implementation, best practice review, staff training and institutional development;
  2. Enabling: Improved data and analysis available for use by practitioners and policy makers. Relevant, reliable, consistent and accessible data will be provided to financial institutions, implementing organisations and policy makers. A strategic environmental assessment of Sudan will be conducted providing information for a national environmental data base, allowing for enhanced environmental analysis; and
  3. Transformative: Improved policy environment for climate change adaptation, environmental management and governance. Expert support will be provided to Government and Partners to integrate climate change consideration in policy and to develop proposals to leverage climate change funding.

Through the ADAPT project UN Environment will be in a position to assist mainstreaming of climate and improved environmental governance into delivery, plans, and policy and to build the resilience of Sudanese people to the effects of environmental stresses and climate change. In order to strengthen its capacity in the field of climate change and to be able to serve its partners, the UN Environment Sudan Country Programme will require additional capacities that are unavailable within the current structure. To meet this additional capacity need, the Country Programme seeks to engage a Climate Change Advisor for 6 months, with a possibility of extension.

The project comprises research and reporting, best practices and liaison work with other organizations, agencies and government bodies. Most importantly, the communication and coordination with the National Council for the Environment (NCE), the Higher Council for Environment and Natural Resources (HCENR), the Forestry National Corporation (FNC), the Sudan Metrological Authority (SMA) and the University of Khartoum shall be improved and enhanced.

 Duties and responsibilities:

The consultant will assist the Senior Climate Change Advisor in planning, reporting, monitoring and research activities contributing to the establishment and fostering of good relationships, substantive partnerships, coordination and communication with other UN agencies, non-governmental organizations, private sector and government institutions working on climate change adaptation, mitigation and nationally determined contributions (NDCs), notably the NCE, HCENR, FNC, SMA and other partners.


Objectives, output expectations and performance indicators

The Climate Change Advisor will be a consultant within the Climate Change thematic team under the ADAPT! project and will play a supporting role to the overall ADAPT! project in meeting the project’s ojectives and delivery goals.


  • Responsible for the implementation of work packages of the 2019 work plan and achievement of the milestones of the Climate Change component of the ADAPT! project. This includes Climate Change events organised such as; meetings,training programmes, workshops, facilitation of project related travel and relevant Concept Notes prepared and progress tracked.
  • Process documented, periodical reports and communication documents produced in conjunction with other thematic teams.
  • Government of Sudan supported in fulfilling its UNFCCC obligations; capacity building events for the Sudan Metrological Authority (SMA) supported, appropriate need based researches organised, and training modules developped and trainings implemented in the fields of gender, climate change and environmental entrepreneurship.
  • Climate Finance funding opportunities exlored and development of funding proposals, including that of Green Climate Fund (GCF) facilitated.  

The deliverables of this consultancy include:

  • ADAPT! project Climate Change thematic area tasks and activities, including organizing workshops, training events delivered, as agreed with the Senior Climate Change Advisor;
  • ADAPT! Climate Change theme plan prepared, activities implemented, monitored in adherence to operational procedures and periodical reports prepared to highest standard;
  • Communication products developed relating to Climate Change sectoral briefings, articles, website contents and project documentation;
  • Sudan Meteorological Authority supported through strengthened capacity and coordination, to enable the SMA to effectively produce country-specific climate data;
  • Research conducted on gender and climate change issues to enable the National Council for Environment (NCE), under the Gender Action Plan, to submit a report on the same subject to the UNFCCC;
  • Training modules developed, on such topics as gender and climate change, and environmental entrepreneurship mainly targeting youth in Sudan; competent individuals/organisations identified, and the delivery of capacity building events facilitated;  
  • Climate Finance funding opportunities exlored in conjunction with the government counterparts, contribution made in the development of funding proposals, potentially under the Green Climate Fund (GCF) opportuity.  

Specific tasks and responsibilities

The duties and responsibilities of this position are as follows:

  • Share responsibility with UN Environment ADAPT! thematic teams in general and the Senior Climate Change Advisor in particular in working with:
    • The National Council for Environment (NCE)
    • The Higher Council for Environment and Natural Resources (HCENR)
    • High Level Consultative Committee on the Implementation of the Paris Agreement (HLCCIPA)
    • Forestry National Cooperation (FNC)
    • Sudan Metrological Authority (SMA)
    • UN Climate Change group
    • Other UN Environment partners
  • And in the delivery of the following products: SMA country-specific climate data, gender and climate change study, development of need-based training modules;
  • Facilitate pre- and post-COP coordination events to support national negotiating positions;
  • Follow up administrative and operational procedures related to the Climate Change activities and ensure provision of necessary supporting documentation;
  • Draft and review climate change concept notes and proposals;
  • Facilitate monitoring and coordination as well as harmonization of ADAPT! climate change activities with other thematic area interventions as agreed with the Senior Climate Change Advisor;
  • Work together with the Senior Climate Change Advisor in HLCCIPA process of revising INDC and development of NDC;
  • Prepare presentations and background papers on relevant environmental and climate issues;
  • Maintain climate change theme’s activity tracking and results files;
  • Coordinate and document Climate Change theme’s trainings, workshops and other activities with partners, such as HLCCIPA;
  • Explore the opportunites for mobilising Climate Finance funding in conjunction with the government counterparts, and make a contribution in the development of funding proposals, potentially under the Green Climate Fund (GCF) opportuity;  
  • Deliver other UN Environment tasks as required.

 Minimum Qualification, Skills and Experience Required:

Education and Experience

  • Masters equivalent degree in Environmental Sciences, Natural Resource Management, Development Studies, Social Sciences or related field;
  • At least 3 years in project development and implementation, policy formulation, advocacy and communications;
  • Knowledge of climate change adaptation and mitigation in Sudan;
  • Experience in supporting programmes on development, peace building, environment management, research and communications;
  • Ability to draft meeting minutes, prepare presentations and analyze information and data;
  • Ability to write and speak in English and in Arabic is preferable; and
  • Post graduate studies on political sciences and community outreach is preferable.



  • Excellent communication and interpersonal skills, notably working with multi-stakeholders and senior government officials.
  • Strong reporting skills.
  • An understanding of humanitarian and development contexts at the same time.
  • Ability to work in hardship conditions (travel to other areas of Sudan possible).
  • Ability to work under tight time constraints and stressful conditions. 
  • Ability to work effectively and harmoniously with colleagues from varied cultures and professional backgrounds.
