Technical Adviser (Business Development Services for small workshop and business owners) based in El Fasher, North Darfur

for the GIZ project “Youth Employment Promotion in Darfur”

 

Duty station is El Fasher, the capital of North Darfurwith regular duty trips to Nyala, El Geneina and Khartoum.

Context

On behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ), GIZ implements a project to promote employment in the three capitals of North, West and South Darfur. The project aims at improving the livelihoods of the local population, internally displaced persons and refugees by enhancing both the demand and supply sides of the labour market. On the demand side,the project works with private sector organisations such as the Small Industries and Crafts Union(SICU) to improve business and entrepreneurship development services that will enable artisan workshop and small businesses to grow and create jobs. On the supply side the project strengthens the capacities of technical and vocational training providers to deliver market-oriented skills training. To complement these efforts assistance is provided to stakeholders, including the Labour Offices in the three respective towns, who can link young job seekers, especially young, women, displaced persons and refugees to opportunities for apprenticeship, employment or self-employment.



 
 Duties and responsibilities:

  1. Responsibilities

The position holderis responsible for:

  • Liaising with all relevant implementing partners in El Fasher relevant to the field of business development services (e.g. SICU, informal training providers, relevant government departments and other implementing agencies relevant in this field);
  • Implementation, monitoring and documentation of project activities under the project sub-component of “business development services”;
  • Providing regular updates to the component leader ‘private sector development’;
  • Ensuring the delivery of tailor made, high quality and market-oriented trainings of trainers (ToT) in the field of management and organizational development, as well as business development (e.g. financial management and accounting, marketing, micro finance services, etc.).

 

  1. Tasks

In this context, the position holder fulfils the following tasks:

  • Supporting the strategic planning of the project management, particularly in the development and updating of the plan of operations, the capacity development strategy, a gender mainstreaming strategy and the communication strategy of the project;
  • Supporting the implementation of these strategies;
  • Designing, planning, and implementing project activities such as
    • Capacity assessment of functional and potential BDS providers, market and skills needs assessment;
    • Awareness creation campaigns;
    • Training of Trainers in for example financial management and other business skills;
    • Training of Trainers in organizational and management skills;
  • Identifying contractors, drafting terms of reference and managing the implementation of contracts with consultants and consulting firms;
  • Monitoring, documenting and evaluating project activities (incl. drafting report, meeting minutes);
  • Producing communication material in English and Arabic;
  • Translating documents and verbal inputs in meetings from Arabic to English and vice versa;
  • Performing other duties and tasks at the request of PSD component leader or project management.

 
 Minimum Qualification, Skills and Experience Required:

  1. Required qualifications, competencies and experience
  • University degree (at least Bachelor or equivalent) in economics, business studies or other relevant field, OR secondary school diploma;
  • At least 5 years of relevant work experience in a technical workshop, small enterprise or business member organization;
  • Experience in project design and implementation;
  • Experience in monitoring and evaluation;
  • Ability to work efficiently with tight deadlines and competing priorities;
  • GoodEnglish and Arabic, excellent writing and verbal communication skills;
  • Excellent inter-cultural and inter-personal competencies and experience with working in international teams;ability to communicate with different stakeholders from both private and public sectors;
  • Experience with and passionate about facilitating trainings for trainers;
  • Experience in mainstreaming gender;
  • Proven communication and negotiation skills to handle sensitive situations;
  • A problem solving and hands-on attitude;
  • Ability to draw on an existing network of small workshops and businesses in El Fasher is an advantage;
  • Experience with running a workshop or small business is an advantage;
  • Familiarity with the structure and regulations of the Small Industries and Crafts Union is an advantage;
  • Familiarity with the language of crafts workshops in the field of, for example, mechanical, information technology, civil work is an advantage.
