UPO seeks to build peace in Sudan through conflict mitigation and reconciliation, inspiring and furnishing the local communities with sufficient and life changing skills to capacitate and empower their living. We see a more peaceful and socio-economically and politically advanced Sudan.

 Duty Station: South Kordofan –Kadogli
 Duration: 12 Months with possible extension
 Closing Date: 16 Jan 2019

 
 Background:

The AM will be responsible for the programme, administration and resource management at front-line level, in conduct baseline surveys, need assessments, development of detailed implementation plans, assist team to set-up a local M&E system, receive, revise and produce regular programme reports. Guide, supervise, coach and mentor the programme team. S/he will further evaluate community-based programming efficiency, identify unmet displaced situations in Darfur, and develop programmatic responses.



 
 Duties and responsibilities:

KEY TASKS
I) Programme management

  • Contribute to the initiation, design, development, implementation of new projects.
  • Prepare and follow-up on annual work plans, project specific work plans.
  • Take lead in conducting baseline-, needs and situation assessments.
  • Conduct regular program reviews (monthly/quarterly/annual, etc.).
  • Liaise between the programme technical specialists and the programme implementation team.
  • Be instrumental in programme systematization and evaluations for programme learning purposes.

II) Team management

  • Conduct competency analysis and identify competency gaps and prepare/submit proposals to PM for capacity gaps fix
  • Prepare and review project team Job Descriptions so as to avoid overlap between different roles
  • Work with technical specialist, base coordinators and department heads to contribute to the implementation and programme design of various projects
  •  Lead the field teams in project implementation and the design of new projects.

III) Representation and coordination

  • Represent the UPO to community leaders and communities, government line ministries, agencies, humanitarian partners, UN agencies and NGOs and all forum relevant to our program
  • Attend all sector meetings/events, assessment, workshop and working groups. Including (Refugee working groups, Education sector, Health and Nutrition sector, ESNFI sector, Protection and WASH sectors).
  • Attend all government relevant meetings such as HAC and line ministry
  • Proactively participate and contribute to the forum favoring UPO interests

IV) Reporting & Communication

  • Work with field staff to ensure regular reports are shared with technical specialist for analysis before submission to the Data Base Officer for compilation and entry into a computer based database and also to ensure timely submission as per agreed deadlines
  • Ensure that the quality of reporting is regularly monitored and enhanced
  • Prepare weekly, bi weekly quarterly and annual reports

V) Budget & Resources Management

  • Overall management of specific project budgets
  • Check and control of relevant project expenditure
  • Ensure proper management of project resources.
  • Ensure proper management of UPO financial and procurement documents
  • Ensure proper management of all UPO assets, cars, building, equipment etc

VI) Contracts and staff management

  • Ensure management of staff contract and their performance
  • Provide regular trainings to the subordinate staff at field level
  • Organize regular SMT meeting and provide and minutes and take action accordingly.

 

JOB RESPONSIBILITIES

  • Contribute to the development and implementation, monitoring and evaluation of country strategies and plans, working closely with Darfur operation manager.
  • Support the Darfur Programme Manager developing overall programme planning, monitoring and reviews
  • Work closely with the field based team in implementation and monitoring of all projects in Darfur
  • Take the lead in assessments and development of first level proposals
  • Support the Darfur Programme Manager managing UPO day-to-day activities in the relevant state, ensuring an efficient humanitarian response and an effective, accountable use of UPO funds and compliance to checks and controls
  • Work with team to provide monthly narrative reports on all programme activities to the Darfur Programme Manager
  • Represent UPO at relevant co-ordination bodies, for example food security coordination meeting and inter-agency meetings where necessary.
  • Ensure that all programme activities in the state are firmly situated within the established humanitarian framework for response and therefore in close collaboration with the relevant local authorities, UN agencies, and NGOs
  • Support the Darfur Program Manager controlling and managing expenditure of UPO programme budget, including monitoring of expenditure , supervision of the monthly finance reporting process accounts and revision and maintenance of financial controls
  • Support the Darfur Program Manager identifying and exploring new operational and strategic opportunities for the UPO programme
  • Assess the capacity gaps, support and manage the performance of programme staff
  • Line-manage the base officers/assistants and all programme staff in the staff
  • Conduct effective day-to-day supervision of all staff and community-based activities under your control.
  • Within the established framework, identify and promote innovative ways to ensure family protection in the affected areas
  • Design and develop community-based activities within the protection framework of activities already established in Darfur and in close collaboration with all relevant authorities, UN agencies, and NGOs
  • Advocate UPO vision and mission within programmes and activities that extend outside UPO’s area of operation and build relationshipswith relevant authorities, UN agencies, and NGOs to identify programme gaps
  • In coordination with relevant departments provide training to local staff on all community programming activities
  • Suggest and, where appropriate, develop projects for the social and physical protection of IDPs, returnees and host communities
  • Travel to Khartoum and other areas of the country, where necessary in order to fulfil the above

EXTENT OF AUTHORITY
The AMis authorised/required to:

  • Take decisions within the programme component of the programme in accordance with the agreed budget and proposals
  • Operate within all UPO policies and procedures.
  • Report directly to the Program Director

 
 Minimum Qualification, Skills and Experience Required:

Essential:

  • Demonstrated experience working on community-based programme initiatives overseas.
  • Demonstrated experience in participatory methods and approaches such as Project proposals writing
  • Demonstrated experience in working in insecure or highly sensitive political environments
  • Demonstrated experience in programme planning and monitoring and evaluation including the ability to design M & E systems.
  • At least 2 years of practical experience in budgeting, budget and staff management.
  • Clear understanding of the humanitarian environment and the issues facing implementation of humanitarian projects for example security, co-ordination mechanisms and logistics.
  • Experience in designing and developing humanitarian interventions.
  • Positive attitude and ability to work with colleagues positively.
  • Strong problem-solving, negotiation, communication and networking skills.
  • Strong skills in impact assessment, sharing, and learning.
  • Ability and skills to write concise reports and high quality proposals in English and Arabic.
  • Fluency in English and Arabic languages.
  • Willingness and ability to travel in difficult environments
  • Must be a Sudanese.

Desirable:

  • Strong work experience on community-based programmes in Darfur OR Kordofan and in a complex emergency setting.
  • Working knowledge of Darfur/Kordofan is desirable.
  • Familiarity with strategic planning
  • Immediate availability
