 Background:

JOB OVERVIEW:

Under the direct supervision of the HIV/AIDS Officer, the Programme Officer works in close collaboration with the HIV/AIDS and other Programme staff and liaise with Operations (Procurement, Finance, Logistics, HR and Travel) units, and ensures consistent service delivery. He/She will support the design, planning, monitoring and implementation of HIV/AIDS related interventions



 
 Duties and responsibilities:

A. Programme Support: 

  • Provide leadership, management and guidance for HIV/ AIDS prevention programme interventions targeting key population at highest risk, vulnerable groups and women at reproductive age including capacity building and technical support for CSOs at federal and states level.
  • In collaboration with respective Programme Officers he/she works on achievement of the planned activities targeting key population at highest risk, people living with HIV, vulnerable groups and women at reproductive age including capacity building and technical support for CSOs through development of coordination mechanisms and providing technical assistance when and where needed;
  • Analyze and interprets the political, social and economic environment relevant to HIV/AIDS prevention programme and identifies opportunities for UNFPA assistance and interventions.
  • Promotes a result based approach and integrating innovation policies and strategies into    design and Formulation of the HIV/AID programme with focus on the HIV programme interventions targeting key population at highest risk, vulnerable groups and women at reproductive age including capacity building and technical support for CSOs based on strategic priorities and responsive to the country needs.
  • Represent UNFPA in technical working groups, committees for HIV/AIDS programme and other related forums. Ensure positioning of UNFPA in new all initiatives, mobilize resources, monitor implementation and ensure timely and quality reporting.
  • Lead the development and implementation of the HIV and AIDS  prevention programme M&E framework and regularly review the tools for monitoring and evaluation and make adjustment to facilitate objective measurement of indicators in the Programme;
  • Develops tools and mechanisms for effective and efficient monitoring of Programme activities targeting key population at highest risk, vulnerable groups and women at reproductive age including capacity building and technical support for CSOs, coordinates compilation of related programmatic data and provides accurate and up-dated programmatic information to HIV Programme Officers.
  • Lead and provide input into development of HIV and AIDS prevention programme reports based on GF standards and guidelines both through drafting of the relevant parts and providing expertise on that.
  • Coordinate with  HIV and AIDS  prevention programme implementers from government and CSOs at federal and state level associations to ensure that monitoring system are properly designed , and that data collection and analysis from filed visits are coordinated and standardized across the programme to feed into to programme performance monitoring;
  • Support Programme Officers in analyzing and reporting on implementation of the assigned project activities, monitor project expenditures and disbursement to ensure delivery is in line with approved budgets;
  • Contribute with Programme Officers to the monitoring and evaluation of HIV/AIDS prevention programme activities through regular field monitoring visits and applying existing procedures and mechanisms;
  • Facilitate with the Programme officers, the work of consultants, experts and trainers involved in the implementation of the program under her/his responsibility;
  • Maintain close working relationship with national and international counterparts involved into implementation of the assigned program/project activities;
  • Technically support programme partner to formulate Terms of Reference, Training Modules, Training Participants selection criteria, Service Packages and Monitoring and Evaluation tools /reports designs and ensure that they meet high professional standards in line with UNFPA policy.
  • Follow up all logistical, financial and contractual matters related to facilitation of  the work of consultants, advisors and experts involved in the implementation of the HIV programme;
  • Promote Knowledge sharing and continuous learning, testing and documenting innovation strategies, approaches, lessons learning and best practices.
  • Provide other forms of assistance as required and instructed by the direct supervisors.

 


 
 Minimum Qualification, Skills and Experience Required:

 

JOB REQUIREMENTS:

 

Education:

Master’s Degree in Public Health, Social, Medical Science or relevant disciplines

Experience:

 

  • At least 3 years of relevant professional experience in in the field of public health and/or HIV/AIDS; Knowledge of program and project management processes; providing general support with an emphasis on information management, research, basic financial and programme monitoring and evaluation.
  • Experience in the United Nations system is an asset.
  • Willingness and capability to undertake duty travel

 

Languages:

Fluency in oral and written English and Arabic.

 

Computer skills:

Proficiency in current office software applications, such as Excel (reporting with pivot tables and usage of functions) and Word.

Knowledge of ATLAS is an advantage.
