Finance Officer

The Federal Ministry of Health (FMoH) of the Government of Sudan is implementing a Health Systems Strengthening Project (HSS) that is co-financed by the Global Alliance for Vaccine & Immunization (GAVI) and the Government. The GAVI (HSS) targets the federal, states and localities with the objectives of: (i) improving sustainability and equitable access and utilization of health services and quality immunization as part of an integrated primary health care focusing on underserved and disadvantaged population; (ii) Strengthening an integrated comprehensive and sustainable health information system; and (iii) supporting measures to strengthen health systems through policy and financing reform, infrastructure and equipment investment, and development of human resources for health.

 Duties and responsibilities:

Duties & Responsibilities

Ensures the GAVI program finance management and quality financial monitoring and donor reporting pursuant to applicable regulations and rules and facilitation of knowledge building and sharing and provides guidance to PMU and FMOH, and stakeholders staff on financial matters

  1. Ensures implementation of FMOH and GAVI operational strategies, adapts processes and procedures focusing on achievement of the following results:
  • Full compliance with FMOH and GAVI rules and regulations of financial processes, financial records, reports and audit follow up;
  • Implementation of the effective Internal Control Framework.
  • GAVI Finance business processes mapping and elaboration of the content of internal Standard Operating Procedures in Finance in consultation with the GAVI Deputy Programme Manager and Finance Unit in FMOH.


2- Ensures administration of budgets and the functioning of the optimal cost-recovery system focusing on achievement of the following results:

  • Assist in the preparation and modifications of budgets for projects, follow-up with FMOH and GAVI on guidelines and procedures.
  • Presentation of researched information for planning and status of financial resources of the GAVI Programmes.
  • Timely preparation and implementation of the income tracking system and follow up on cost recovery.


3- Provides accounting and administrative support to the GAVI Unit and provides staff payroll functions focusing on achievement of the following results:

  • Proper control of the supporting documents for payments and financial reports for GAVI; preparation of all types of vouchers, request for payment for GAVI related projects.
  • Maintenance of the internal expenditures control system which ensures that vouchers processed, transactions are correctly recorded and posted in electronic financial system, travel claims, contracts and other entitlements are duly processed.
  • Ensuring that advance payments and direct payments for implementing units are properly reviewed, as well as ensuring that payment information is properly recorded into the electronic financial system on a timely basis


4- Ensures proper cash management functioning focusing on achievement of the following results:

  • Timely review of cash position for project accounts to ensure sufficient funds on hand for disbursements.
  • Timely identification and recording of receipts for income application.
  • Timely preparation of monthly cash flow forecast to obtain estimate of requirement for use by Operations Manager/Finance Analyst.
  • Management of cash receipts.
  • Follow up and maintenance of the Accounts Receivables for GAVI project and follow-up with partners on contributions, deposits in electronic financial system and their application to AR pending items.


5- Ensures facilitation of capacity building and knowledge sharing in the GAVI focusing on achievement of the following results:

  • Organization of trainings for the GAVI staff on Finance.
  •  Conducting on the job training to finance staff at implementing units and states level when needed.
  • Synthesis of lessons learnt and best practices in Finance.
  • Sound contributions to knowledge networks and communities of practice.

Undertakes any other programme related tasks as assigned by the supervisor.

 Minimum Qualification, Skills and Experience Required:


Bachelor degree in Accounting, Finance or Financial management or equivalent degree.



  • Minimum 3 years of relevant experience in the field of public financial management of Government of Sudan and FMOH is required. 
  • Candidates with experience in dealing with GAVI projects would be having a distinct advantage
  • Experience in working in high-pressure environments.
  • Strong IT skills, especially with respect to excel, access, electronic financial system, and ERP (people soft) highly desirable.


Intermediate Writing, reading and speaking in English is required.
