Deputy Area Manager

Position Summary:
World Relief is looking for one deputy area manager for central Darfur to support World Relief projects design, implementation and monitoring. World Relief is working in Central Darfur in four localities including Nertiti, Golo, Azum and recently started working in Umdukun. The organization is working in health, nutrition, WASH and food security sectors to address the needs and priorities of Central Darfur communities.
The deputy area manager must be a diplomatic and dynamic individual with strong people skills and managerial skills, commitment to building capacity of field team and a sound interest in networking with relevant stakeholders.
The position holder will be based in Zalingi but substantially visit field offices for projects supervision and technical support.
Expert oversight responsibilities will include, but will not be limited to;

1. Key Responsibilities:

  • Provide over all leadership and management for the design, implementation, monitoring evaluation and administration of the Central Darfur projects;
  • Coordinate, manage and evaluate staffing, budget, training and programmatic needs and activities to ensure overall efficiency and effectiveness of the Central Darfur projects;
  • Manage development of and monitor work plans and budgets; ensure appropriate levels of technical assistance in program operations; coordinate partner's efforts in program implementation; ensure appropriate program monitoring and reporting;
  • Ensure that the project implementation adheres to the appropriate global and national strategy and remains technically and programmatically sound;
  • Provide technical assistance through the review and/or writing of proposals and reports to ensure accuracy and appropriateness.   
  • Contribute to resource development efforts: identify resource development opportunities; and participate in proposal development process.   
  • Ensure appropriate technical, programmatic, financial and resource development support to central Darfur team.  
  • Ensure information flow in central Darfur which includes periodic staff meetings and monthly update meetings; keeping appropriate area manager informed of program progress and issues; identify project "best practices".  
  • Ensure appropriate level of confidentiality and integrity of sensitive information.

2. Programme implementation:

  • Actively engage in identifying the needs and priorities of the local communities by closely working with area coordinators and sector coordinators;
  • Lead field level needs assessment and various surveys;
  • Actively participate in projects design and field level implementation. Lead in preparation of projects action plan;
  • Ensure that projects are implemented timely and effectively at field level.

3. Facilitate coordination among stakeholders:

  • Actively participate in sectoral meetings at state level;
  • Represent World Relief in various state level meetings and provide update to the area manager;
  • Liaise as appropriate with state level donors, international organizations, and line ministries.

4. Monitoring and Evaluation:

  • The position holder will also serve as M&E focal person in the state and represent WR in M&E working groups;
  • Ensure implementation of donors and WR M&E system implementation and adherence to various policies and procedures.

Knowledge and experience:

  • The candidate must have educational background at least related one of the following sectors: Food Security and Livelihoods, health, nutrition and WASH;
  • Practical experience in conducting various surveys including KAP survey, needs assessment and baseline and final evaluation surveys;
  • The candidate must attach some of the works s/he has done related to these surveys;
  • MA/MSc in one of the above sectors;
  • Experience in different statistical software is an asset;
  • More than 7 years of experience in international relief and development in a similar role preferably with experience in M&E, report writing and field level implementation;
  • Strong experience in working in Darfur, preferred if the candidate has experience in Working in Central Darfur;
  • Strong knowledge on market accessibility, economic opportunities, linking markets to civil society;
  • Strong lobby and advocacy skills;
  • Project planning, organizational, interpersonal, and communication skills;
  • Experience with capacity building of local authorities is required;
  • Strong Arabic and English writing and communication skills are required.
