 Background:

Operation CONTEXT

 

In Eastern Sudan, UNHCR Sub-Office Kassala in coordination with Girba and Gedaref Field Offices covers 9 refugee camps namely, Wad Sharifey, Abuda, Shagarab I, II & III, Kilo 26, Girba, Um Gargur and Fau 5. All the camps are located in Kassala State except Abuda in Gedaref state and Fau V in Gezira state.

Field Office Girba has responsibility over Shagrab (I,II,111) , Girba  and Kilo 26 besides the entry points within the State. The incumbent for this position will therefore have responsibility over child protection matters in these locations.

The child protection unit focuses of activities aimed and preventing and responding to cases of child abuse, neglect and exploitation; alternative care arrangements for unaccompanied and separated children, promoting and facilitating family reunification for unaccompanied and separated children, care and support to children with disabilities and other children with specific needs. The child protection unit in liaison with the Anti-Trafficking Unit conducts awareness sessions on the dangers of onward movement for new arrival children. This unit also conducts focus group discussions with newly arrived children to understand their reasons for flight and their emerging needs, to inform appropriate interventions.

 



 
 Duties and responsibilities:

  • Coordinate and monitor implementation of child protection activities in unaccompanied children’s center in Shagrab beside follow-up activities of separated and children at risk in different camps (Shagrab (I, II, 111), Girba and Kilo 26 and facilitate information sharing amongst UNHCR, Commissioner for Refugees (COR) and SRC.
  • Provide technical support and build the capacity of partners staff in conducting Best Interest Assessments (BIAs) and Best Interest Determinations (BIDs)  and child protection training workshops
  • Liaising with governmental authorities and implementing partners to assist children to reunify with families and relative through family reunification in country of origin, Sudan (Kinship program in Sudan) and abroad Sudan (through the   private sponsorship and follow-up with certain embassies) and ensure that family reunifications are documented with coordination with commissioner of refugee ( COR) and UNHCR BID expert.
  • Coordinate individual case management for children at risk including consideration for family reunification and referral for durable solutions and conducting BIAs and BIDs as appropriate.
  • Updating progress events for all individual cases within area of operation
  • Focal point for Sexual and Gender-Based Violence (GBV) cases involving children; in liaison with the SGBV and ant trafficking focal persons to ensure a well-coordinated approach.
  • Intervention in Child Protection cases approaching; Girba, Shagrab, Kilo 26 reception days.
  • Follow up with child protection social workers in weekly and monthly reports by reviewing, editing and general discussion about urgent cases to enable UNHCR making appropriate interventions for each case.
  • Promote inter-sectorial linkages between child protection and other programmatic areas including community services, SGBV, gender, livelihoods, environment, shelter and health, among others
  • Support the functioning of the Best Interest Determination panel at Girba level
  • Perform other duties as required

 


 
 Minimum Qualification, Skills and Experience Required:

  • Completion of secondary school; certificate in Law or Social Studies, Sociology Anthropology, human rights, population studies, political science or development studies.
  • Job experience: Relevant to the function: 6 years.
  • Fluency in English and working knowledge of another relevant UN language or local language
  • Exposure to UN rules, regulations and guidelines on security management
  • Ability to acquire knowledge of the organization’s protection policies.
  • Ability to work in the field.
