UPO Background:
UPO is Sudanese national organization, which has been established in 2009, and working since 2010. UPO seeks to build peace in Sudan through conflict mitigation and reconciliation, inspiring and furnishing the local communities with sufficient and life changing skills to capacitate and empower their living. We see a more peaceful and socio-economically and politically advanced Sudan. UPO Darfur program started in 2010 in response to the emergency needs of some 950,000 war-affected communities and host populations in most of the localities in North, South, East and Central Darfur States. In response to the humanitarian needs, The Organization has received more than $US 12.5 million in the last five years and implemented over 120 projects across Darfur region, Gadaref and Khartoum states, UPO's assistance reached more than 950,000 vulnerable war affect persons in over 89rural communities and IDPs camps in Darfur states and eastern Sudan.

Overall purpose:
Responsible to provide leadership to UPO in terms of monitoring & evaluation with a particular focus on the use of scientifically sound methods of impact evaluation. He/She will be responsible for the implementation of the Monitoring and Evaluation (M&E) framework for the organization’s projects and contribute to the design and implementation of related core M&E Humanitarian and development activities of UPO. He/She will develop approaches and tools based on clear impact pathways, theories of change, outcomes, and indicators of progress. He/She will work to ensure that proper monitoring and evaluation is carried out at outcome level and for ensuring that projects at UPO maintain their strategic vision and that all activities result in the achievement of intended outputs in a cost effective and timely manner. In addition, the M&E Officer will build the capacity of project staff in monitoring and evaluation and specifically how to demonstrate impact. He/She will assist Project Managers in preparing quarterly/annual reports on project progress and will monitor the overall progress of UPOs projects in achieving outcomes.

Duties & Responsibilities:
Monitoring and Evaluation:
Operationalize the M&E framework designed for the Foundation including and not limited to:

  • Designing program M&E tools for data collection, verification, and management and reporting as well as data audits;
  • Contribute to the development, design and planning of projects so that:

           (a) projects have a clear and feasible strategy towards impact that is in line with UPO’s mission and strategy, and
           (b) projects include clearly defined measurable indicators of outputs, outcomes and impact.

  • Contribute to outcome- and evidence-based strategic decision-making at UPO and promote a culture of evidence-based learning and adaptation.
  • Assist Project Managers to develop systematic and realistic monitoring plans that capture quantitative and qualitative data to report on project performance indicators.
  • Follow‐up on monitoring and evaluation exercises for various initiatives for the Organization.
  • Conduct capacity assessments on existing monitoring and evaluation system.
  • Monitor and evaluate overall progress on achievement of results as well as the sustainability of the project results and report periodically to management team.
  • Participate in multidisciplinary teams to develop, implement and evaluate strategic management plans to improve UPO programming effectiveness.

Capacity Building:

  • Build capacity of local communities, partners and staff on the logical framework, data management, data analysis and results‐oriented programming, monitoring and evaluation methods and principles and report writing techniques and requirements for relevant donors to ensure compliance.
  • In liaison with Project Managers, organize and coordinate lessons learnt Workshops/review of program work plans with partners and other stakeholders.
  • Suggest strategies to the Project Management for improving the efficiency and effectiveness of projects by identifying bottlenecks in completing project activities and developing plans to minimize or eliminate them.
  • Participate in annual project reviews and planning workshops and assist Project Managers in preparing relevant reports.

Administration:

  • Develop and maintain a system for archiving M&E guidelines, tools, data files, analysis files, reports and presentations for major activity undertaken.
  • Develop program and operational reporting templates that facilitate the acquisition and aggregation of information in programs, including input for impact related success stories.
  • Assist in gathering, summarizing and disseminating relevant technical updates on program planning monitoring, evaluation and operations research within the project.
  • Coordinate mid‐term reviews and evaluation of program activities and ensure proper documentation of innovative approaches and best practices for dissemination and sharing experiences to promote repeat applications or scaling‐up in different community settings.

Minimum Qualification and Experience Required:

  • Minimum of three (4) years of professional experience in an M&E position responsible for implementing M&E activities of humanitarian and development projects.
  • Experience in designing, implementing, and operating project M&E systems from project initiation to closeout stages.
  • Experience in designing and managing beneficiary monitoring and database systems.
  • Experience in strategic planning and performance measurement, including indicator selection, target setting, reporting, database management, and developing M&E and performance monitoring plans.
  • Knowledge of the major evaluation methodologies (e.g. qualitative, quantitative, mixedmethod and impact) and data collection and analysis methodologies.
  • Experience in planning and managing surveys.
  • Experience in developing and refining data collection tools.
  • Experience with data quality assessments and oversight.
  • Experience in managing and providing training to partners and target beneficiaries.
  • Ability to facilitate and serve as project liaison for externally-managed evaluations.

Languages: Excellent written and spoken command of Arabic & English.

Competencies:

  • Good knowledge of programme implementation, monitoring and evaluation techniques and practices.
  • Familiarity with impact assessment an advantage.
  • Familiarity with some of the substantive issues handled by the project such as labour inspection, labour law enforcement, social dialogue.
  • Good knowledge and experience regarding gender mainstreaming.
  • Good moderation, facilitation and training skills.
  • Demonstrated ability to liaise and negotiate with government and social partners.
  • Ability to perform a variety of conceptual analyses required for the formulation, administration and evaluation of projects.
  • Excellent analytical skills.
  • Ability to work in a team and good interpersonal skills.
  • Good computer applications skills.
  • Good organizational skills.
  • Ability to deal with people with tact and diplomacy.
  • Ability to build on relevant knowledge within and outside the UPO as well as actively share her/his experience and expertise with colleagues and partners.
