ORGANIZATIONAL CONTEXT

These jobs are found in Headquarters (HQ), Regional Bureaux (RBs) or Country Offices (COs) and job holders report to a more senior Programme Policy Officer.
Job holders operate with a high degree of independence, manage more junior staff to ensure that programme and policy objectives are achieved in full. They are usually involved in a wide variety of programme and policy activities and analytical work, some of which may be of a considerable complexity. At this level job holders are expected to contribute to performance improvement.

JOB PURPOSE

To provide support to policy and programme activities that effectively meet food assistance needs.

BACKGROUND

The World Food Programme (WFP) is the UN’s leading humanitarian agency for fighting hunger worldwide, delivering food assistance in emergencies and working with communities to improve nutrition and build resilience.

In Sudan, under its Interim Country Strategic Plan, WFP aims to achieve six outcomes, four focused on SDG 2 and two on SDG 17. The first outcome focuses on responding to new emergencies, where WFP will work closely with other UN agencies and government and non-government institutions to enhance its efficiency and effectiveness. Under the second outcome WFP will continue assistance to and improve the self-reliance of internally displaced people and refugees living in camps, with limited livelihoods opportunities, according to their vulnerability levels. The third outcome aims to reduce malnutrition and its root causes, through an integrated package of nutrition-specific and nutrition-sensitive interventions. This outcome also places an emphasis on the capacity development and augmentation of the Ministry of Health. The fourth outcome focuses on building the resilience of food insecure households and strengthening food systems, while working closely with national actors on capacity development. The fifth outcome is the continuation of the UNHAS services, while the sixth, is the provision of logistics and ICT services to the humanitarian community.

 

CETA

CETA stands for the Central, Eastern Two Areas, formerly known as the Central and Eastern Transition Areas. The Area Management is undertaken from the Khartoum Office. There are currently 21 CETA staff working in the CETA AO management in Khartoum. CETA covers approximately 1.2 million beneficiaries spread over 8 states managed by 6 field offices, of which Kassala that also covers Gedaref..

There are 2 operational hubs within CETA. The Eastern hub covers the Red Sea, Kassala and Gedaref States. Most of its activities relate to development and resilience, as these three states show high rates of malnutrition, in particular stunting, which require longer term action. Moreover, Kassala has seen a continuous influx of Eritrean, and to a lesser extent Ethiopian, asylum seekers.

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Provide project management support to specific and defined programmes and projects of small to moderate size that are relatively straight forward in nature, ensuring a coordinated approach with wider programmes that complies with WFP standards and procedures.
  2. Liaison and close collaboration with local authorities, including military, local intelligence, Wali office, and NISS for coordination of the WFP projects and effective implementation in the context of the border operations; and advise on changing geopolitical developments.
  3. Analyse policy and operational issues to support senior colleagues on the conflict sensitive programming in the border localities;
  4. Contribute to the preparation of accurate and timely reporting on programmes and food security activities;
  5. Support the monitoring and evaluation of WFP activities, providing technical analysis on-ground and information as required to support the assessment of activities impact.
  6. Contribute to good practice principles for refugee programming;
  7. Follow emergency preparedness practices to meet emergency food requirements, and MPA (minimal preparedness action);
  8. Assist with communications and negotiations to garner security and community guarantees or “acceptance” for WFP programmes in most vulnerable but out of access areas in the border localities;
  9. Support the identification, development and management of potential partners leading to improved food assistance packages.
  10. Support the capacity building of WFP staff, partners and national government to prepare for and respond to food assistance needs, e.g. through project management support of learning initiatives
  11. Provide guidance to support staff, acting as a point of referral and assisting them with analysis and queries;
  12. Perform other duties as assigned.

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in Nutrition/Health, Agriculture, Gender, Environmental Science, Social Sciences or other field relevant to international development assistance or First University Degree with additional years of related work experience and/or trainings/courses.

Experience: Minimum 2 years’ experience (or one in case of advanced university degree) in working and coordinating complex projects (humanitarian and development projects) with different entities and government authorities.  

Language:

Fluency (level C) in English language,

Fluency (level C) in Arabic

Knowledge of local languages and ability to communicate with local communities is an asset”.

DESIRED EXPERIENCE

Additional years of experience are desired in supporting operational activities within complex situation context of the border, refugees, and trafficking issues which feed into the overall strategic aims of projects implementation, and security sensitive programming;

Has gained solid experience in an emergency response and in high risk operational capacity.

Has provided direction and instruction to more junior staff members within area of expertise;
