Administration and Finance Manager

The GIZ Office in Khartoum is looking for a qualified person to fill the following position:


 Duty Station: Gedaref

GIZ Sudan is looking for a qualified person to fill the Regional Position: Administration and Finance Manager for the project “Vocational Training and Food Security for Refugees and Host Communities in Eastern Sudan” with duty station in Eastern Sudan (Gedaref) and regular duty trips to Kassala and Khartoum.

Field of activities:
The project contributes to the improvement of livelihoods and food security for refugees and host communities in Eastern Sudan. In the towns of Kassala and Gedaref, the improved quantitative and qualitative access to vocational training and the increase in income generation and employment opportunities will contribute to the development of the region. The project is financed by BMZ and the EU.

As the Administration and Finance Manager of the project, you will be responsible in close cooperation with the AV, the Finance and Administration Manager from the GIZ Khartoum Office, for the following tasks:

  • Implementation and monitoring of all administrative and financial aspects in relation to BMZ and EU funds.
  • Ensuring the commercial quality in relation to OuR, GIZ and EU  instruments and processes.  
  • Controlling and management of finances (budget planning and monitoring, costs - and expenditure monitoring, cash flow monitoring, co-financing regulations, fund requests, follow up commitments etc.).
  • Supervising and using of financial monitoring tools such as SAP, Winpaccs, Cost Control, Excel etc.
  • Managing the finance / administration of the project (contracts, tenders, cash, bank, financing instruments, etc.) as per the responsibilities within the delegation of the project.
  • Managing the Human Resource of the project (assisting the AV in HR related decisions, hiring, firing and renewal of contracts, following up leaves, etc).
  • Quality assurance of administrative and financial documents, such as local subsidies, financing agreements, invoices, contracts etc.
  • Supervising, controlling and advising GIZ project staff in regard to administrative and financial procedures.
  • Imparting capacity building and training of admin/finance project personal.
  • Quality assurance and preparation of financial reporting to donors, AV or other stakeholders as per the respective requirements and regulations.
  • Administrative and finance related tasks, such as cash, bank, preparation of different contracts, procurement of goods, tenders, logistical support, drawing up letters, inventory, log books, travel settlement calculation, etc., in adherence with OuR.
  • Ensuring good communication and flow of information with the project the GIZ Khartoum office and GIZ HQ.
  • Managing logistical arrangements of the project (follow-up proper management of vehicles and assets of the project).
  • Supervising the coordination of workshops, travels and trainings.
  • Following up the setup of IT infrastructure and day-to-day maintenance.
  • Coordinating Internal and external audits.
  • Filing documents in in DMS and NAS in line with GIZ’s filing Other duties and tasks at the request of management.

Required qualifications, competences and experience:

  • Academic degree (BA, Master or MBA) in the area of business economics, business administration, public administration or equivalent.
  • At least 5 years GIZ experience preferable in a project / programme / or GIZ Office in the area administration and finance.
  • At least 3 years GIZ EU Co-financing experience, experience in cost control is preferred.
  • Proven in-depth understanding of financial planning and accounting and administration (BMZ /EU).
  • Experience in working within international teams.
  • Very good working knowledge of ITC technologies and computer applications (e.g. MS Office, Cost Control, Winpaccs, SAP).
  • Fluent written and oral knowledge in English; Arabic and / or German are an asset.
