We work in the fields of Agriculture for resilience, energy and Rural WASH with markets, gender and climate change cross-cutting all our work.

Job Purpose: 
The role of the Logistics, Procurement and Facilities Manager is to effectively manage and coordinate all procurement for the office, manage supplier relations and the supply chain management in line with corporate and Practical Action policy and to ensure the effective and efficient management of assets and facilities to be fit for purpose, customer friendly and meet corporate standards and local statutory requirements.
 
Duties & Responsibilities: 

Logistics:

  • Manage logistics and administration team; define expectations, provide leadership and technical support as needed.
  • Lead on Logistics and compliance trainings to all staff and specific trainings to senior managers on the processes, procedures and tools.
  • Develop monitoring tools for the implementation of Practical Action logistics systems and procedures, Ensure adequate training, and capacity building of logistic staff are available.

Vehicles Management:

  • In supervision to logistic team, ensure all drivers of organizational vehicles have read and fully understood the Vehicle Usage Policy and Vehicle Code of Conduct. In upholding this policy provide safety checks on vehicles- leaving the office and returning.
  • In supervision to logistic team, manage the weekly vehicle timetable and communicate transport bookingswith all drivers.

Assets Management:

  • Manage all supplies for the organization, ensuring the administration team are logging all incoming and outgoing supplies and any discrepancies are investigated and reported.
  • All assets process, develop, operate, maintaining, upgrading, and disposing of assets cost-effectively.

Procurements:

  • Responsible for the development and implementation of the procurement plan to ensure all procured goods, works or services are within the approved budget.
  • Support teams with the planning of expenditure and ensures that a good knowledge of procurement, and their application, is maintained by all staff.
  • Lead the sourcing process and design specific tendering strategy in line with the Practical Action  global and national policies  including tendering, negotiating and awarding the contracts. managing the supplier and stakeholder relationships and developing the evaluating criteria and evaluating the bidder responses; running bidder clarification workshops, managing the contractual process to award of contract and change; developing supplier risk plans and liaising with other colleagues as appropriate.
  • Managing the supplier and stakeholder relationships and negotiating supplier agreements;
  • Ensure that the Preferred suppliers list, spend analysis, market testing and best practice are shared within Practical Action Sudan are actively used.
  • Ensure resolution of issues related to vendor performance in delivery of goods and services;
  • Negotiate with suppliers on behalf of Practical Action Sudan to obtain the best possible purchasing terms and conditions;
  • Ensure ongoing monitoring and evaluation of vendors through supplier performance metrics and proactive management of the results. Manage supplier non-conformance and supplier audit;
  • Ensure best practice frameworks are in place to deliver value for money, and be able to identify and secure savings for the organization across a number of areas of expenditure;
  • Monitor compliance with corporate procurement policies and standards, code of conduct, operating guidelines and local regulations. Ensure buy-in from all colleagues to facilitate compliance management through the use of regular and management information reporting;
  • Lead the process of monthly assurance gathering to ensure there are controls against risks materializing;
  • Ensure quarterly reporting of procurement-related risks at the Enterprise Risk Management Meetings;
  • Implement the audit recommendations from both the internal and external auditors.

 

 

KEY QUALIFICATIONS:

  • A Bachelor’s degree in Business Administration or related field study.

KEY COMPETENCES:

  • Internal and external communication skills
  • Good computer skills
  • Database Management
 
Essential:
  • A High knowledge of Logistics and Procurement aspects.
  • Resources Management 

 
Relevant Job Experience: 
  • Proven experience in managing procurement and supplier chains ‘minimum five years’.
  • Proven experience in managing logistics and assets
