ORGANIZATIONAL CONTEXT

Job holders report to the Regional/Division/Country Director or the designate, and are subject to the overall normative and technical direction by the Chief Engineer, WFP Engineering in relation to all matters of engineering services and construction activities.
Job holders have in-depth technical knowledge and experience required to identify, analyse and resolve complex engineering issues, manage and direct projects and work streams, provide technical expertise, advice and solutions that support strategic results, and formulate new strategies and technical approaches where appropriate. At HQ or CO, job holders may lead multi-disciplinary teams, including engineering staff, and manage clusters of project partners and stakeholders to deliver engineering services or more complex projects.

BACKGROUND AND PURPOSE OF THE ASSIGNMENT

The United Nations World Food Programme (WFP) is the world's largest humanitarian agency, fighting hunger worldwide. We are seeking to engage a national design engineer or architect, based in our Country Office in Khartoum, Sudan.

The role will involve managing all day-to-day activities related to the country office design and construction projects with focus on project design, design review, supervision, reporting etc. They will work with and report to the Head of Unit or designated International Engineer or architect as part of the Project Unit team.

The Selected candidate shall be able to demonstrate in-depth technical knowledge and experience in the use of computer aid software as AutoCAD, Archicad and others, as well as demonstrate capacity to analyse and resolve complex engineering issues, manage and direct projects, provide technical expertise and technical approaches where appropriate.

The Civil Engineer or architect should have experience in design, construction and supervision of building structures. Knowledge in construction contract management, including knowledge and experience of international construction contract law; and FIDIC or related construction contract formats is considered as a plus.

KEY ACCOUNTABILITIES

Following Circular OED2014/015 and Directive RM2015/004, the Civil Engineer or architect shall report to the International Civil Engineer in Sudan, or other staff member designated by the Head of Project Unit, and shall take technical direction from the Chief Engineer and WFP Engineering in HQ, in relation to all aspects of, construction and contract management of the infrastructure projects, as required. The duties shall include but are not limited to the following:

Engineering duties

  1. Support in the design of engineering projects.
  2. Provide technical support and services for the design of projects, apply best practices, standards and innovative technologies, incorporating country-specific technical requirements that comply with WFP standards and processes.
  3. Support with the technical feasibility studies. Conduct engineering site assessments of WFP facilities and develop remedial plans to ensure suitability to operational purposes, safety, and efficiency of structures and equipment in line with WFP policies, criteria and standards.
  4. Provide technical support while working with design consultants and other relevant parties.
  5. Prepare accurate and timely reporting on outputs to facilitate informed decision-making and consistency of information presented to stakeholders.
  6. Provide technical guidance that support a successful construction procurement process.
  7. Perform other duties as required.

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education:

First University degree in Civil Engineering or architecture with a specialisation or Postgraduate qualifications is desirable.

Experience:

Minimum 2 years of relevant experience at increasing levels of responsibilities. Experience in engineering design.

Knowledge & Skills:

  • Good communication and leadership skills.
  • Good knowledge and experience of techniques, instrumentation and software packages.
  • knowledge and experience of design, planning and supervision of construction projects.
  • Good knowledge of local and international engineering and construction standards, processes and norms.
  • Desirable knowledge of engineering contract formats, modalities and obligations. Knowledge in FIDIC forms of contracts is desirable.
  • Good knowledge of project design processes and techniques.

Languages:

Fluency (level C) in English is mandatory.

Intermediate knowledge (level B) of another official UN language is considered an advantage.
